Job description / Role

Employment: Full Time

To develop, execute and review full contracting process, contract strategy, contract/claims advice, assurance and contract management activities for the Qatar Rail.

Duties:
- Develops and manages procurement and contracting policies and procedures.
- Develops standard contract terms and conditions for all Qatar Rail contracting departments.
- Assesses and revises contracting strategies and implements conditions for improvement.
- Formulates and prepares final contract documents.
- Arranges for final contract document review and acceptance by legal, end-user department and contractor.
- Provides contractual advice to project teams on contractual issues during the life cycle of the contract.
- Provides advice and manages claims and disputes that are escalated by the Commercial Department.
- Evaluates and monitors contract performance to ensure compliance with contractual obligations.
- Provide assurance assessment on variation orders and claims after they are elevated from the Commercial Department.
- Keeps abreast of new legislation, government policy, best practice and relevant external factors relevant to procurement and contracting activity.
- Oversees contract close out processes and procedures.
- Provides lessons learned presentations and guidance to project teams on all contractual issues.

Requirements

- Educated to Degree Level in a related discipline or has 10 year relevant experience in contracts in a specialist role. Master degree will be added advantage
- Engineering or Quantity Surveying degree level plus formal legal qualification of contracting experience.
- Minimum of 18 years Experience
- Rail/Metro Experience
- Large construction project experience
- Must have FIDIC Suite experience
- International and Middle East experience advantageous.
- Specialist knowledge of procurement concepts, processes, activities and trends
- Claims investigations and resolution experience
