WSP| Parsons Brinckerhoff is assisting Qatar Rail’s multibillion planned works to integrate a 4-line 100-station metro, high-speed passenger rail, freight, a people mover and light rail, which once delivered will provide a fast, convenient, world-class, fully integrated railway system for the State of Qatar.

Due to this we are currently looking to recruit a Senior Cost and Budget Controller to join our PMO team in Doha.

Key Responsibilities and Duties:
- Supports the provision of harmonised standards and processes by which relevant parties manage contract costs and budgets.
- Supports cost monitoring and forecasting advice to the business, in accordance with the approved standards and processes.
- Supports the interfacing with the Planning function (PMO), Commercial and Finance, to provide a coherent approach for period reporting of costs.
- Supports the provision of assurance on the cost and budget data reported by relevant parties and of the cost and budget data reported in PMIS.
- Supports the assessment of reported cost data for trends, risks or opportunities that have not been identified in the reports and make recommendations at all levels as appropriate.
- Supports the assessment of reported data for early indication of potential overruns of budgeted cash flows and advise the business accordingly
- Supports the provision of cost analysis and recommendations to senior management where independent cost analysis is required.
- Supports in the interfacing with the Risk Management function (PMO) to enhance the quantification of financial risk.
- Supports the provision of budgeting advice to the assigned Program, in accordance with the approved standards and processes.
- Supports the initiation, expedition and assembly of budgets and cash flow requirements for Programs/Projects within QRDP
- Provides expert advice on cost and budgeting issues related to current projects to relevant parties, conducting analysis of actual performance against plan.
- Supports the preparation of all reports and reviews of project cost and budget performance, providing all relevant parties with appropriate feedback and advice,

Requirements

- Bachelor’s Degree in a relevant discipline
- 10 years of relevant experience within a Large Rail project required.
- Excellent analytic, communication and interpersonal skills
- Able to work under limited supervision
