We are looking for a Senior FM Manager – Infrastructure Services (Central) to lead and manage the company’s Facility Management Infrastructure Services function through the real estate development process.

The ideal candidate is to develop and implement strategies, business plans and operational plans for new and existing sites across all real estate segments for Infrastructure Services and ensure customer satisfaction, sustainable income and investment performance while optimizing Infrastructure services operating efficiencies, enhancing asset value, and prudently managing risk.

- Develop the sections strategy in line with the departmental strategy.
- Assist in the development and update of site operational design strategies for each new project.
- Assist in the development and implementation of (Comapny) Utilities and Managed Services Business Plans for each Site.
- Assist in the development of the Asset Management (maintenance; operations, technology & lifecycle) plans for each Site.
- Assist in the development of and endorsement of the Commercial Strategy for Revenue Generation.
- Develop Service Charge Models .
- Ensure the achievement of departmental objectives in due course, cost and quality, while maintaining sustainability across the function.
- Assist in the development and review of the facility management in/outsourcing strategy.
- Provide strategic advice and support to the Senior Manager Facility Management – Commercial enhancing MP’s brand through service quality; development and advancement of service provision; and cost effective resources utilisation.
- Lead the functions of Infrastructure Services, and support the functions of Property Services (Soft), Infrastructure and ICT (Smart City).
- Assist in the implementation of corporate sustainability policy and procedures
- Ensure the development and implementation of business plans, operating plans and service charge models.
- Recommend the functional income and expenditure budget and monitor financial performance versus the budget so that the business is aware of anticipated revenues; capital and opex costs.
- Ensure potential performance improvement opportunities are capitalised upon and areas of unsatisfactory performance are controlled.
- Ensure the development of the department’s Budgets, KPI’s and consolidation of all service charge and Facility Management spend forecast.
- Ensure development and implementation of site opening plans for all real estate segments.
- Ensure development and implementation of building handover plans from construction.
- Develop the incentives and penalties structure for vendors in consultation with Facility Management Procurement .
- Ensure the development and implementation of Managed Services plans to external customers.
- Review annual Facility Management operating plans and Budgets.
- Develop policies, procedures and operational standards and for the respective real estate segment property operations management units.
- Develop policies, procedures and operational standards for the respective facility management segments.
- Develop policies, procedures and operational standards for the respective segment Managed Services units (Infrastructure) for each Site.
- Review policies, procedures and operations for the respective real estate segment Utilities Businesses (District Cooling; Gas; Renewable Energy, etc.) for each Site.
- Develop and Implement policies, procedures, and operational standards for the function in line with the departmental policies and procedures
- Prepare service level agreement strategies/policies relating to Infrastructure Services.
- Review handover strategy and documentation received from Project Team in relation to Infrastructure Services.
- Oversee the aggregation of all properties facility management Infrastructure Service’s needs, scope MP’s needs, package services as per the approved strategies and communicate them to Facility Management Procurement for issue to market in the form of RFI’s and RFP’s.
- Oversee the commercial and Infrastructure evaluation of bids, include Facility Management Procurement in bid negotiations and recommend winning bids.
- Oversee the provision of strategic; operational and Infrastructure input to onsite teams and ensure that onsite teams are effective in their management, operations, inspections and reporting to ensure that MP’s properties are smarter; safe and secure; and are operated to the quality required.
- Ensure the production, administration and audit of Service Charges for all MP’s properties
- Ensure Commercial and Operational Management of Managed Services (Hard).
- Ensure the Commercial and Operational Management of MP’s Utilities Businesses (e.g. District Cooling; Gas, Non –Potable Water, etc.).
- Aggregate and evaluate vendor performance reports, measurement of performance vs. MP’s standards and agreed upon SLAs, review of complaints, and recommendation of action
- Ensure the development of an efficient operations and preventative maintenance plan to minimize lifecycle costs and resources
- Ensure compliance with contract terms and communicate with vendors in the case of poor performance or other issues identified by on-site Facility Management staff and consult with FM Procurement when imposing penalties.
- Assist with the development, implementation, and utilization of Estate management systems (FM, PM, CRM) that improve efficiency & security.
- Ensure implementation of MP’s approved operational HSE standards
- Ensure implementation of MP’s sustainability standards through design and construction phases and when each site goes operational
- Provide operational design strategies during the IREP process from the creation the vision through to the business planning stage.
- Provide constructive input during design and delivery stages to ensure that designs and equipment will enable the effective commercial, Infrastructure and operational performance of property assets.
- Strategic management of site operational FM managers for Infrastructure Services.
- Review possible Infrastructure difficulties highlighted by service providers/end users.
- Management of contracts and contractors related to FM Infrastructure Services.
- Manage innovation and identify opportunities for continuous improvement in managing business operations with a view to stakeholders’ expectations, commitments and international best practice.
- Perform assessment of the possibility of FM activities becoming commercially viable and develop plans for serving internal and external clients in coordination with Commercial and Strategic Planning Directorates.
- Ensure compliance to all relevant safety, quality and environmental management policies, procedures and controls across the department to guarantee employee safety, legislative compliance, delivery of high quality products/services and a responsible environmental attitude.
- Manage Health and Safety performance for operations.
- Manage sustainability performance.

Requirements

- Bachelor’s degree in Engineering with knowledge/understanding of Mechanical/Electrical Systems within Building Services.
- 12 - 15 years of post-qualification experience in Facility Management with proven track record in large scale centralised property operations environments and a minimum of 5 years in a Management role
- Large site/multi-site experience of Grade A Facilities and Sites
- New site opening and extensive Facility Management Infrastructure Services experience is desirable
- Mixed Use experience is highly desirable.
- Extensive Infrastructure Facility Management experience/background is essential.
- Minimum 5 Years’ Experience of working in the GCC is desirable.
