Our client is a major property developer with an unrivalled reputation in Doha, Qatar. Due to continued expansion, a current requirement exists for a Senior Manager – FM Infrastructure to join our clients team in Doha, Qatar.

The Senior Manager – FM Infrastructure will essentially be responsible for managing our clients Facility Management Infrastructure Services function through the real estate development process in line with its approved Asset Business Plan.

Operating Plans, Budgets and Policies
- Assist in the development of the department’s annual business plan, KPIs and budget,
- Assist with the development and implementation of business plans and operational plans for new and existing sites across all real estate segments for Infrastructure Services in line with approved Asset Business Plan

Policies and Procedures
- Implement functional policies, systems, procedures and controls to ensure objectivity, efficiency and effectiveness of operations.

Operations
- Implement the FM infrastructure strategy (including district cooling, energy, gas farm, tram, etc.) for MP.
- Assist to manage our client’s Facility Management Infrastructure function through the real estate development process.
- Conduct aggregation of FM infrastructure needs of all properties (existing and upcoming)
- Assist to scope Infra FM tenders, package services as per the approved strategies and communicate them to Procurement for issue to market in the form of RFI’s and RFP’s
- Assist to develop MoU’s with Authorities in co-ordination with Design and Delivery and Legal
- Perform the technical evaluation of bids (or partake in techno-commercial when applicable) for Infra. FM, work with FM Procurement in bid negotiation and recommend winning bids
- Provide guidance on Infra FM on-site staff to ensure that on-site teams are effective in their inspections and reporting to ensure that our clients properties are maintained to the quality required
- Oversee the installation of machinery ensuring our clients standards and requirements are met
- Ensure on-site Infra FM staff timely and complete input of vendor performance into VMS and other facility management systems
- Oversee operation of MP Utility Services (e.g. district cooling, energy, gas, etc.)
- Oversee FM infrastructure vendors’ performance with regards to operation and maintenance, measure performance vs. MP’s standards and agreed upon SLAs, review complaints, and recommend vendor action plans
- Ensure compliance with contract terms and communicate with vendors in the case of poor performance and communicate to Procurement to impose penalties when necessary
- Ensure HSE training of all vendors and compliance with approved HSE standards and sustainability initiatives in coordination with HSE operations
- Assist to manage Infra FM Handover from Design & Delivery to Commercial.
- Coordinate with Property Management in the development and implementation of site opening plans
- Assist FM team in providing input during the design and delivery phases on Infrastructure FM
- Communicate any design changes to Design & Delivery. Perform identification of possible value engineering ideas to cut costs/time.

- Manage innovation and identify opportunities for continuous improvement in managing business operations with a view to stakeholders’ expectations, commitments and international best practice.

Health, Safety & Environment
- Manage compliance to all relevant safety, quality and environmental management policies, procedures and controls across the department to guarantee employee safety, legislative compliance, delivery of high quality products/services and a responsible environmental attitude.

Requirements

- Degree qualified in Engineering (or equivalent due to visa restrictions).
- Possess a minimum of 10 years’ post qualification experience in Infrastructure with a proven track record in large scale centralized property operations environments
- Have a minimum of 3 years’ experience in a Management role
- Exceptional knowledge in working with Roads, Cooling, Gas and other Infrastructure disciplines, specifically on the facilities side.
- Large site/multi-site experience of Grade A Facilities and Sites
- New site opening and extensive Infrastructure experience is desirable
- Mixed Use experience is highly desirable.
- Extensive Infrastructure Management experience/background is essential.
- Minimum of 3 Year’ Experience of working in the GCC is desirable.
- Previous exposure working with a major Property Developer in the Middle East is essential
- Excellent leadership / management and communication skills are a pre-requisite of this role.
