Employment: Full Time

Our client is a leading service provider to oil & gas industry in the state of Qatar, the company’s fully equipped modern workshop produces repairs and manufacture components to meet stringent quality assurance standards. Their facilities include Machine Shop, Welding & Fabrication Shop, Electrical Shop and Mechanical Shop.

They are seeking to recruit highly qualified Procurement Specialist to create (build-up) and lead procurement team which shall participate effectively to productivity of oilfield services operations.

This senior role reports directly to the company general manager, the incumbent will be in charge for entire procurement function for the manufacturing & fabrication facilities, build-up an efficient procurement team that would secure servicing customers’ orders, assuring quality, cost & delivery and the company growth.

Accordingly, the job-holder shall work on vender development, establish and maintain long term suppliers’ relationship, and monitor all regular purchasing duties. In addition, he should deal with departments’ heads as well as with existing and prospective suppliers as well as understand in-depth the customers’ requirements.

Some of the incumbent duties would be:
- Prepare complex purchasing assignments, vendors’ selection and pricing comparisons
- Acquire of goods or materials for the entire organization
- Negotiate with vendors to obtain optimum quality, cost and terms
- Identify value-added opportunities and cost savings in the procurement process
- Coordinate with user departments & suppliers concerning the purchasing scope of work for jobs or projects assigned
- Monitor and coordinate deliveries of items between suppliers to ensure that all items are delivered to site or store on time
- Plan and manage inventory levels of materials or products
- Purchase and issue orders in accordance with adequate details & specifications requirements
- Handling & monitoring of claims to factories & vendors for detectives, shortages and missing items.
- Maintain complete updated purchasing records, data and pricing in the ERP system.
- Ensure competent quality execution of all regular purchasing duties and administrative works.
- Participate to business productivity by providing reliable and competitive offers at all time
- Source, select and negotiate for all the best purchase package in terms of quality, price, terms, deliveries and services with suppliers
- Forecast long & short-range market potential for management analysis

Requirements

- Possess engineering bachelor degree or equivalent
- Possess at least 10 years of work experience gained from being with industrial / oil & gas purchasing function
- Possess working knowledge in projects scheduling, purchasing and shipping terms and process
- Ability to work closely with production , engineering and manufacturing team
- ERP skills & computer literate.
- Possess high commercial acumen and a record of confidence dealing with middle managers through to decision makers.
- Ability to build-up a strong and effective procurement team.
- Exposure to the entire supply chain function
- Able to manage suppliers
- Analytical skills
- Excellent verbal & written communication skills including presentations.
- Customer focus
- Quality oriented
- Possess leadership to manage team of 10 to 15 people.
