Specialist - Contracts - Legal

Job description / Role

- Studies the initial scope of work/ services including the allocated budget to perform such works, its specifications, drawings etc., as per end user department/ section’s requirements
- Collates and compiles all information pertaining to the scope of works/ services and its commercials, for further processing
- Develops new tendering procedures and complies with the current procedures
- Seeks approval from the end user through the Head of Contracts and Agreement on the final tender documents prior to releasing such tenders to the bidders
- Ensures provision of the tender reference number by communicating with the relevant committee, through the Head of Contracts and Agreement
- Participates in technical and/ or commercial evaluation of the non-engineering contract bids and briefs/ informs the Head of Contracts and Agreement with feedback, as per requirement
- Provides the Head of Contracts and Agreement with detailed information on each of the tenders prior to their final release
- Exhibits familiarity with terms and conditions of the different types of contracts and applies such understanding of the terms and conditions in the work processes by means of verification against known or standardized practices
- Analyses, calculates and verifies the bill of quantities (BOQs) in conjunction with scope of works/ services
- Acts in accordance with the instructions issued by Head of Contracts and Agreement and/ or the concerned department manager and complies with the instructions related to confidentiality of tenders and refraining from conflicting business interests
- Reports any breaches that might occur during the tendering process to the Head of Contracts and Agreement and/ or concerned department manager for verification of cause behind such breaches in the tendering process
- Ensures that the contractors comply to Kahramaa’s health, safety, environment, quality control and other objectives and standards
- Participates in conferring with external legal counsels/ lawyers with specialties in appropriate areas of legal issue to review and validate the contractual agreements or other legal documents
- Works in cooperation with Quality Assurance and Continual Improvement department on securing and maintaining the ISO 9002 certification

Requirements

- Bachelor’s degree or equivalent in Law or Engineering
- More than 10 years of experience in legal contract management and leadership responsibility in a large organization with 4+ years of supervisory experience preferably in a large utility company
