Trackwork Construction Manager

Job description / Role

Parsons is the Project Management Consultancy for a major metro project in Qatar. We manage the design and construction of the rail/trackwork for four new metro lines (more than 200km of new track). We are currently looking for a Trackwork Construction Manager/ Resident Engineer.

The Trackwork Construction Manager/Resident Engineer will be responsible for assuring fulfillment of the Employer’s Requirements during construction. The Trackwork CM/RE is experienced in track construction planning and reporting, civil engineering processes and methods. This person has similar experience on metro/light rail projects with similar tunnel configurations, ballastless track systems, slab tracks systems ,as well as mass spring systems and depot track installations. The candidate is familiar with interface duties in coordination with the Depot Resident Engineer, systems resident engineer, civil contractors representatives, the client and other stakeholders.

Key Responsibilities
- The Trackwork Construction Manager/RE, together with a team of ARE and Inspectors will carry the following tasks:
- Meets with the contractor’s supervision team regularly to review progress and, as appropriate, weekly work plans, method statements, inspection and test plans (ITP’s),risks assessments , field directions and schedules.
- Liaise with client and contractor representatives, responding to their queries and organizing construction progress, planning meetings and reporting.
- Controls and ensure that the plans, specifications, shop drawings and change documents are correct for the planned work and are approved.
- Control and ensure that the resources assigned to the work are sufficient, adequately trained for the task, briefed on the method statement or work plan and that they can perform the work in a safe manner.
- Control and ensure that the materials on site are sufficient and approved per shop drawings or other material approvals.
- Control and ensure that labor welfare facilities are in place and adequate, and that labor laws and regulations are adhered to.
- Assures that production tests are carried out and verify conformance to approved ITP’s.
- Observes that the work is carried out in a safe manner, discussing or correcting minor infractions and taking more appropriate action, consistent with the Resident Engineering Manual, when significant health, safety and environmental infractions are encountered.

Requirements

Bachelor or Master degree in Engineering (or related field) and 10-15 years of related work experience, i.e. experience on heavy track design and build projects.

20 years experience required in lieu of education requirements. Specific experience related to construciton management of ballastless track systems, slab tracks systems ,as well as mass spring systems and depot track installations.

SKILLS/COMPETENCIES:
Potential to perform in a lead capacity, excellent written and oral communications skills, and a familiarity of industry practices and regulations are required.
