CONSTRUCTION MANAGER (Pipeline) - MUST HAVE PREVIOUS SAUDI & PIPELINE EXPERIENCE


REPORTS TO:
Project Manager

JOB SUMMARY:
Coordinates with Project Manager, studying specifications and procedures for construction on basis of starting and completion time and staffing requirements of each phase of construction based on knowledge of available tools, equipment's, various construction methods, and exercises functional authority for all site construction activities.

ACADEMIC EDUCATION:
Degree in Mechanical Engineering from a reputable college or university.

PRIMARY DUTIES AND RESPONSIBILITIES:
1. Lead mechanical construction teams, direct and monitor mechanical progress at multiple locations, in close coordination with Project Manager, supervise crews in assembling and controlling the required manpower, equipment, materials and tools required to complete the project. Scope of work covers handling, installation and aligning of rotating equipment's, erection of machineries, equipment's and auxiliary plant equipment, fabrication and erection, insulation plan;
2. Analyze and plan all mechanical aspects of the assigned scope of work and anticipate situations, define problems and objectives, recognize alternatives and formulate effective solutions. Coordinates with Project P & S Engineer for Project Work Schedules (2 Weeks and 3 Months Look Ahead Schedules) for anticipation of resource requirements and its deployment, and readiness of Work Areas.
3. Evaluate and interpret variety of policies and procedures, ensuring compliance to applicable engineering methodology, rigging/safety standards, codes, practices, and situations in a multifaceted way and provide technical, innovative solutions for complex issues encountered during the execution of work scope. Extending full support for the implementation of ISO 9001:2008 System as an integral part of operations.
4. Assist Project Manager in the preparation of client and sub-contractor's enquiry and discipline engineer in the preparation of method statements and specific site QA/QC procedures.
5. Track and control construction costs against the Project budget to avoid cost overruns. Monitor progress of all aspects of the work to ensure completion on time. Creates and executes project work plans and revises as appropriate to meet changing needs and requirements.
6. Prepare site schedule and activities chart for completion of various mechanical equipment installations in close coordination and interaction with vendor or client for technical and material matters related to the installation. Notify Project Manager of any concerns resulting to the delays of works. Ensure constructability of work site areas and initiate timely action in clearing identified constraints/restraints that may create disruption to work execution.
7. Advise the Project Manager in determining and procuring tools and materials to be delivered at specific times to conform to the workloads and schedule. Oversee the delivery and use of materials, tools, equipment and quality of construction, worker productivity and safety Identifies resources needed and assigns individual responsibilities. Initiate control of materials, manpower, and tools and tackles availability well in advance for optimum utilization of resources.

8. Inspects work of subordinates and subcontractors to see to it that the approved designs, specifications and materials are followed and implemented. Monitor the progress of the sub-contractors on day to-day basis. Ensure availability of latest issue of Approved for Construction Drawings and Specifications required for Work Execution covering each phases i.e. Mechanical, Civil, Electrical & Instrumentation in collaboration with Project Site Engineering Unit.

9. Regularly review engineering drawing and specifications to monitor progress and ensure compliance with plan and schedules. Handles preparation and forwarding of daily and fortnightly progress report to the Manager and other discipline Managers. Initiate Technical Queries (TQs) for any encountered conflicts on drawings and specifications, lack of detailed design drawings, violations of codes provisions, etc.
10. Coordinates with Project Site HSE Unit and QA/QC Unit for required safety and Quality Control intervention/inspection on established HOLD point's activities of the Project for each Work Phase.
11. Ensure complete constructions of each Work Phase per Plant Facility prior to Testing and Pre-commissioning activities.
12. Hold regular site meetings with Work Superintendents/Supervisors representing each Work Discipline (Civil/Structural, Mechanical, Electrical, and Instrument) as part of an effective work planning and control.
13. Manage actively and timely clear of punch list items during completion stage of the Project prior to Client issuance of Mechanical Completion Certificates by Plant Facility/Area.
14. Responsible in appraising the performance of sub-contractors, certification of progress/billings for final payment and recommending to Project Manager for any changes.

Requirements

SECONDARY DUTIES AND RESPONSIBILITIES:
1. Complies with the highest level of safety during all stages of project execution to avoid any type of incidents and or accidents. Take reasonable care of own health and safety and that of others in the workplace.
2. Assist in the final reconciliation of work and material and clearing up of the site as part of project closure.
3. Identifies, formulates and implements "on-the-job" training programs for the workforce under his responsibility.

WORK EXPERIENCE:
12 to 20 years overall experience in general engineering and constructions, 8 years in Oil & Gas plant sector or petrochemical plant job environment, Industrial and related constructions especially in erection of pipelines, equipment, electrical and Instrumentation system and has held the position as Construction Manager for the past 5 years.

Familiar and working knowledge in interpreting detailed fabrication/as-built drawings, QC procedures, Industry Codes, Standards and Practices, MTO's and erection schedule, fully conversant with welding details, NDT requirements. Experience in Saudi Aramco Engineering Standards & Procedures is an advantage.

Has been responsible for major construction projects in excess of $250 million.

Middle East management experience is considered essential.

OTHER SKILLS AND COMPETENCIES:
Possess good command of English communication both oral and writing. Can prepare business correspondences and technical reports or direct a technical assistant to prepare in organized professional manner.

Possess technical expertise and leadership to handle, motivate and train in full development of multi-national work force at various levels and discipline engineers under his project. Sufficient skills s in maintaining productivity in a fast-paced environment undergoing organizational changes.

Has the ability to work in a flexible way that allows for changes in assignments, work priorities and environments and with planning ability to work in a structured manner and prioritize requirements

Ability to exercise good judgment with proven excellent leadership skills, and can demonstrate abilities to resolve diverse problem in a variety of contexts, understand the importance of structure, organization, resource management and can meet deadlines or complete critical tasks in a timely manner even with frequent interruptions.
