Employment: Full Time

The Riyadh Metro is the flagship public transportation project in the Kingdom of Saudi Arabia. In order for it to be a success, the project will require the active leadership support of a strong technical project team.

The project is now in need of a high caliber, Deputy HS&E Manager with extensive experience in successfully delivering on large-scale, multi-million dollar civil construction mega-projects.

Reporting directly to the HS&E Manager, the Deputy and his team will actively drive and implement Health, Safety & Environmental management strategy across all aspects of the rail project.

The chosen candidate will be strategic but most importantly hands-on in nature, and will have the personal qualities and gravitas to influence in a complex-matrix internal environment and with the client. They will have experience in working at a senior level and will have the ability to network, influence and partner with senior management, project and client-team.

The successful candidate will have a demonstrable track record in successfully implementing a culture of continuous improvement in accordance with a Zero Harm philosophy in a hands-on manner.

Responsibilities will include but are not limited to the following:
- Supporting the Leadership Team, comprising of the HS&E Manager, Program Director, JV Board and Package Managers in driving and implementing the HS&E efforts on the project
- Implementing and monitoring initiatives to improve efficiency and effectiveness in the HSE services and delivery
- Planning and coordinating continuous improvement HSE actions for all phases of the project to share good practice, feedback experiences and drive best practice, typically through continuous improvement workshops, lessons learnt reviews
- Managing a team of HSE professionals
- Overseeing and reviewing the HSE requirements of the design-build (DB) contactors in matters such as such as contract compliance, RAMS and permits to work
- Auditing, monitoring and reporting project and DB contractor HSE performance
- Reviewing, implementing and maintaining the management systems for HSE, in line with regulatory standards
- Ensuring the project team follows the relevant legislation, engineering and construction codes and standards
- Leading, developing and updating the HSE policies, plans and procedure to comply as a minimum with the joint venture standards, local and international legal requirements
- Developing and implementing Emergency Preparedness Plan (EPP’s), Emergency Operating Procedure (EOP’s) and Standard Operating Procedure (SOP’s)
- Identifying hazards and assessing safety risk, developing strategies to ensure products, system and applications are safe and reliable
- Preparing HSE documents and processes such as Risk Assessment and Safe Systems of Work
- Investigating and ensuring action to eliminate the cause of potential non-conformities to prevent their occurrence
- Reporting all cases of non-conformity
- Identifying then eliminating the root cause and prevent recurrences
- Leading the investigation team of serious incident and accident reports
- Preparing and submitting reports and follow-up in preventative and corrective actions
- Identify Industry Best Practice Safety and Environmental Management Systems to support Project Safety and Environmental Initiatives
- Identify Environmental Management Systems to comply with Project contractual requirements
- Possess the ability to prepare and present professional Environmental reports
- Possess a professional technical understanding of Environmental Management.

Requirements

Have obtained a suitable Environmental Management Qualification
- OSHA, EPA, ISO
- Environmental Specialist
- Certified Environmental Professional
- Equivalent Professional Environmental Management Experience

- Minimum of 15 years experience on a heavy civils engineering project
- Experience as an Environmental Professional
- Experience leading a team of HS&E professionals
- NEBOSH, IOSH, IEMA, IRCA or equivalent
- Registered Lead Auditor
- Ability to deliver in a highly pressurized & fast paced environment
- Ability to build relationships across all levels of the organization
- Effective communication skills including the ability to make persuasive presentations to small and large audiences

Desirable
- Experience on metros, rail or related project
- Experience on tunneling projects
