Saudi Arabian Bechtel Company provides executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia. NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, and Jordan. It will cover a total area of 26,50?km2 (10,200?sq.?mi) and will extend 460 km along the coast of the Red Sea. NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.

Position Summary:

Working as part of a multi-disciplinary team in the Engineering Department, a Design Manager – Dry Utilities is required to combine their technical experience in designing power systems for transmission or distribution systems, knowledge of managing such systems from conceptual design to delivery and handover to Employer including knowledge of the civil infrastructure required for such system. In addition, working knowledge of telecommunication systems and infrastructure requirements would be necessary. The scope of the dry utilities includes (i) power transmission lines (overhead & buried); (ii) communication lines; and (iii) installation of new and diversions of existing power and communication lines. The Design Manager shall collaborate with other asset Design Managers, responsible for delivering major design packages such as stations, rail systems, tunnels, the Spine and the Connector rail infrastructure, depot, water transmission lines, etc., to ensure power and communications requirements to these assets is fully coordinated with all stakeholders, “no objection” agreements are secured in time for construction to install such services to schedule requirements.

The Design Manager shall work with and help the Design Project Manager responsible for the overall Utilities Group in managing activities relating to the Dry Utilities - design and implementation.
The Design Manager shall be an experienced design engineer requiring minimal supervision who is able to arrange and monitor the development of the design consultant’s planned activities and provide progress reports to Design Project Management, highlighting performance to plan. The Design Manager shall plan and organize the review of the design consultant’s deliverables, interfacing with subject matter experts and design review teams located offshore.
The Design Manager will be required to make presentation to both NEOM and Bechtel’s senior management teams; provide quality assessment reports to Project Management and the client; assist the Contracts Department and Construction teams in pre-construction and post contract award activities.

Responsibilities:

• Manage the dry utilities design and design coordination activities and help the Design Project Manager – Utilities.
• Arrange with all stakeholders - Design Managers responsible for other assets, NEOM Projects, and NEOM Sectors (Proponents), and prepare design requirements for routing or diverting existing dry utilities.
• Ensure that robust safety management process is undertaken within the consultant organizations during the design and delivery, identify any risks in the design, and propose mitigation measures.
• Attend contractor’s HAZOPs, SAFOPs, design reviews, in accordance with NEOM Projects procedures and processes.
• Help the identification of risk and mitigation measures including system safety analysis and other safety risk assessments and ALARP justification.
• Help the preparation and implementation of system safety assurance documentation and requirements management processes.
• Coordinates with the various Engineering and Systems Engineering disciplines.
• Lead the review of verification and formalizing information and data received from other entities.
• Provide inputs to NEOM Projects risk register and participate in reviews.
• Provide advice as required on dry utilities.
• Ensuring required interface between the transmission systems, distribution networks, and interface with Assets such as stations, depots, lineside facilities, etc. is properly coordinated and implemented.
• Working with offshore design review team, ensure that design reviews of contractor design submittals relating to dry utilities are managed effectively.
• Undertake reviews of contractor inspection and test plans relating to dry utilities.
• Undertake reviews of contractor handover plans.

Requirements

Qualifications and Skills:

• Degree or postgraduate qualification in science, engineering of Electrical discipline from an accredited university or equivalent qualification.
• Minimum 15 years of progressive experience in design, design management and delivery of power transmission/distribution and telecommunication systems.
• Thorough knowledge of discipline engineering techniques, the design of engineered systems, and design tools and systems calculations.
• Knowledge of Common Safety Method.
• Fully knowledgeable and conversant with relevant European, American, and international civil engineering codes and standards and industry best practices.
• Extensive experience in transformer distribution systems; High and Medium Voltage AC distribution systems; Low voltage AC/DC distribution systems; Interfaces with the bulk supply points/substations; coordination with local power companies to obtain information regarding their substation design interfaces, incoming power; Stray current and cathodic protection; Structure and utility bonding.
• Knowledge of Employer Requirements Management and associated tools.
• Knowledge of Microsoft Office and Adobe Design Suite software programs.
• Excellent interpersonal, analytical and communication skills (oral and written).
