Employment: Full Time

Our client, a renowned IT and Technology company is currently recruiting for a Head of Commercial & Procurement. You will be directly reporting to the Commercial & Procurement Director

Role Purpose: To lead the company’s contracts and procurement functions to meet Customers’ requirements and minimize company’s overall purchasing costs without compromising quality or reliability of supply and within the company’s commercial and procurement policies. The role is to also provide internal consultancy to the Legal & Compliance officer on Export Controls/ITARs.

Key Accountabilities and Activities

Strategic Management:
- Contribute to the development of company's overall supply and procurement strategy; establish purchasing budgets, procurement executable plans, policies, systems, toolset and procedures that will achieve the company’s strategic objectives.
- Support the C&P Director in providing strategic direction, legal advice and support to the Management team in delivering company’s strategic objectives.

Leadership Support:
- Effectively participate and provide advice in commercial “risk and opportunities” reviews both at project level and business level.

Function Management:
- Responsible for the management of the contracts and procurement resources activities that will lead to the delivery in a timely manner of the Business winning and Project delivery.
- Manage the internal commercial and procurement teams labor budget.
- Effectively contribute to commercial integrity of all contracts and bids, ensuring compliance with good corporate responsibility in all Commercial and Procurement aspects.

Contract Management & Support to Winning Business:
- Manage the formulation and delivery of all commercial and procurement aspects of ‘single source proposals’ and ‘competitive tenders’ for a diverse range of IT products and services,
- Lead “price to win” and business approvals, negotiations with Customers and key Suppliers and upon contract award manage subsequent launch and effective contract management during Project delivery.
- Manage all Customer contracts, from launch through to closure, ensuring commercial and procurement management activities are performed in accordance with the contractual scope of work and other contractual requirements.
- Manage the delivery of commercial reports and briefs along with inputs to Contract Status Reviews (CSRs), project reporting, and supplier performance metrics, as required.

Procurement and Supply Chain Management:
- Lead the commercial aspects of all key Strategic Partnerships that benefit the development of company’s capabilities and maximize company’s leverage in the IT market.
- Evaluate opportunities to reduce purchasing costs by improving company’s buying patterns and supply channels; conduct benchmarking studies within the IT market
- Ensure the supply chain is managed and evaluated in a coherent and cohesive manner to meet the projects and programmes requirements and the ISO and Governance requirements.
- Ensure suppliers selection and approval, whether competitive / non-competitive, is managed in accordance with the company’s Process and Procedures (e.g. ethical trading, QA checks, legal and due diligence requirements) that can be audited internally and externally.

People Management:
- In times of absence of the Commercial & Procurement Director, execute the roles and responsibilities in a deputizing role
- Lead, direct, evaluate, and develop a team of professionals to ensure that commercial activities meet established targets and standards
- Set performance objectives, provide necessary support, evaluate / appraise and regular feedback on performance
- Establish and sustain company’s commercial capabilities and skills set
- Establish a saudisation plan to develop local talents with C&P capabilities relevant to an IT company

Requirements

- Bachelor’s degree in commercial or business administration or a related field from a recognized university (MBA is desirable)
- A minimum of 8-10 years’ experience within Defense, preferably in Information Technology and Information Systems, of which a significant portion has been in Commercial and Procurement management positions
- Experience of compiling and negotiating major contracts
- Experience of establishing and managing strategic supplier relationships through the completion of major sub contracts
- Thorough understanding of pricing models (competitive and non-competitive pricing techniques)
- Thorough understanding of functional commercial and procurement capabilities
- Excellent understanding of export controls application, especially in US ITARs and EARs regulations
- Extensive knowledge of sub-contract management

Industry Knowledge:
- Extensive knowledge of KSA Government organization and working practices
- Ability to establish long term relationships with senior management in key Customers organizations
