Job description / Role

Employment: Full Time

• Establish activities and plans to monitor HS&E activities supporting the overall HS&E Program including, HS&E audits, inspections, reviews, risk assessments and other HS&E assessments.
• Implement wide policy and/or tools and be prepared to contribute to the development of company policy
• Create, implement and maintain HS&E Management Plan & Procedures to ensure the site work process are performed in compliance with approved SH&E Management Plan & Procedures
• Develop strategy, management systems and key performance indicators to assess and monitor achievement of performance excellence.
• Plan and execute a program for HS&E training, motivation, and further competency development for site personnel to ensure site HS&E training programs are implemented.
• Promote a HS&E culture which is consistent with the client's leadership ambitions and values and defining and implementing Site Specific HS&E Program and Plans.
• Oversees HS&E policies and procedures and ensures they are maintained and updated in accordance with quality and recordkeeping requirements.
• Guide, support and facilitate ownership, implementation and improvement of HS&E requirements including workplace safety, personal safety, asset integrity and management of health, safety, and environmental hazards.
• Provide coaching and assistance to the Site team regarding the implementation of HS&E Standards, statutory requirements, industry standards, and best practice.
• Ensures that good coordination of the HS&E team with other Operations functions (Engineering, Construction, Contract Management, Procurement, etc.).
• Train, mentor and supervise the HS&E Officers assigned to each project.
• Record all incidents, reporting details to Stakeholders as per approved arrangements
• Support the incident investigation process to ensure that appropriate causal analysis undertaken, and suitable corrective/preventive actions identified. contribute to Contractors’ investigations to understand the causes and influencing factors.
• Ensure the compilation of HS&E related lessons learned and dissemination across the Operations team and Contractors on a regular basis.
• Assist and assure contractors’ compliance to HS&E plan & program.
• Review audit findings with the Contractors and support closure of action items.
• Review all documentation related to HS&E issues submitted by Contractors.
• Ensure monthly reports from contractors/suppliers provide the necessary information to the client on HS&E matters for them to perform HS&E reporting and analysis.
• Provide necessary reports related to Environment, Health & Safety as required.
• Plan and perform site HS&E inspections/audits and participate in leadership tours to identify, close-out and produce preventive actions for potential hazards.
• Manage the client's site activities including Contractors to ensure they comply with approved HSE Management Plan & Procedures.
• Coordinate and interface with other Departments within the client and Contractors for all HS&E related issues.

Requirements

• Senior level position with broad technical and HSE skills with full understanding of project execution and management.
• Minimum of 15 years’ experience in the large/complex building and infrastructure construction in HSE field.
• Knowledge of building construction, materials, systems and trade practices is required.
• Strong knowledge of Industry HSE Standards & Specifications.
• Demonstrated ability to work with a diverse project team with demanding schedule, budgetary, safety, quality, and coordination objectives.
• Experience working as a key member of an integrated project team comprised of employees from the client and program/project manager.
• Demonstrated ability to evaluate information, identify problem trends, and develop and implement action plans to improve overall project performance.
• Bilingual Arabic/English (Read, Write, Speak) preferred Recognized degree in Engineering / Science in Loss Prevention or Risk Management or Fire Protection or other degree with significant HSE experience.
• Strong knowledge of Industry HSE Standards & Specifications.
• Professional Occupational Safety accreditation with NEBOSH diploma or equivalent.
