Our client is a well known established retail Group in the Kingdom of Saudi Arabia - Group evolved from a single office equipment division to a group comprising 7 independent specialized companies. The core business of the Group is distribution and sales of office equipment, office furniture, telecommunications, engineering and information technology products and maintenance services.

They are seeking to recruit Human Resources Director who will be responsible and accountable for leading and managing all human resources related activities including those related to Manpower Planning & Recruitment, Performance Management & Development, Rewards and Employee Relations.

He/ she is also responsible for ensuring that all activities are carried out in an effective manner to support all personnel across the group.

- Participate in the development of Group’s strategic direction (vision, mission, strategic objectives and goals) and ensure that all Division employees are working towards the achievement of the strategy.
- Develop the Division’s annual business plan and budget in coordination with his direct subordinates, including all Financial and People requirements, and ensure the proper utilization of these resources towards the achievement of the Division’s objectives and goals.
- Review the operating results of the Division, compare them to established objectives and goals and follow up to ensure appropriate measures are taken to correct unsatisfactory results.
- Direct and coach the employees, and enhance the Division’s performance while ensuring that employees are receiving the required mentoring and training.
- Recommend salary adjustments, rewards and promotions to the CEO based on employees’ performance.
- Develop periodic reports outlining the Division’s performance over the period and escalate them to the CEO.
- Develop and maintain the Division’s guidelines, policies and procedures and ensure its implementation across all departments while ensuring compliance with Group’s strategic direction (strategic goals and objectives).
- Recommend and implement the management of change through continuous improvement of departmental systems, processes and practices taking into account ‘international best practice’ changes in international standards and changes in the business environment which demand proactive action plan.
- Develop HR strategy that is aligned with Group’s strategic objectives and goals and ensure that it is continuously reviewed and updated.
- Monitor the deployment of the HR strategy, policies, and processes and ensure the compliance of HR policies across all organizational levels.
- Review Group’s organization structure periodically to ensure its alignment with Group’s overall vision, mission, and strategic objectives.
- Manage the annual manpower planning activity and action plan implementation (including Saudization plan) and ensure professional support and guidance on manpower planning policies, procedures and processes are provided to all VPs, Directors and Managers as applicable to ensure and maintain the staffing levels as well as key skills needed across Group.
- Review, discuss and manage the consolidated manpower plan and budget and monitor the implementation of manpower planning model and budget across Group’s Departments
- Manage the development of Group’s succession plan and ensure critical positions, list of successors and development plans for potential successors are properly identified.
- Monitor the recruitment process including sourcing, screening, selection, job offers, employment contracts, on-boarding, and probationary period to ensure that recruitment is completed in a timely manner and ensure recruitment decisions contributes to Group’s strategic objectives.
- Monitor the development of Group’s Training Needs Analysis (TNA) for each Department and ensure developing a training and development plan and budget on the basis of the needs assessment that is cost efficient, effective and satisfies the company’s identified training and development requirements as per the manpower plan.
- Monitor training courses effectiveness, trainees’ satisfaction level, and trainers’ performance.
- Monitor the development of the employee performance management framework that provides clear direction and performance expectation, offers detailed feedback and employee coaching, and identifies training and professional development needs.
- Monitor employee coaching and counseling process and ensure employee assessments are conducted against a set of targets/goals, a set of competencies, and based on a multiple sources feedback. Monitor employee’s development plan to map employee’s career and personal development aspirations.
- Develop and maintain Group’s grading, compensation and benefits structure, variable compensation schedules, and incentive bonus programs and ensure aligning them with local labor laws, market trends and benchmarks.
- Oversee Personnel Administration activities including Leave Management (Annual, sick, unpaid?)? Employee Termination or Resignation, including retirement? Overtime allowance? Disciplinary actions and grievances; and Employee Transfers.
- Oversee the Administrative Services for Group’s offices with respect to security, mailing & archiving, supplies procurement, cleaning, reception and facilities management.
- Ensure proper delivery of Human Resource and Administration activities in the region through coordination with Regional Support Services Managers and Regional HR & Admin Coordinators.
- Oversee and approve the collation, analysis and preparation of management information to ensure that the right information is collected to inform management decision-making

Requirements

- Bachelor’s Degree in Business Administration or equivalent as a minimum.
- MB or other relevant Master’s Degree is preferred.
- Human Resources related certification (CIPD, GPHR?) is strongly preferred
- A minimum of 10 years of experience in the Human Resources field of which at least 4 years in a managerial role, preferably with retail or distribution companies.

Other requirements:
- Knowledge and Expertise in various HR systems, tools, methods and practices (Manpower planning, selection, training, performance management?)
- Knowledge of Saudi Labor Laws and Regulations
- Visionary Leader with excellent Communication, Negotiation and Interpersonal skills
- Excellent Analytical Thinking and Problem Solving Skills
- Strong Commitment to Operational Excellence • Highly adaptable and flexible to change
- Must be a professional of unquestionable integrity, credibility, and character.
- Organizational, Planning and People Management Skills
- Ability to counsel and advise management and all levels of staff in sensitive issues and courses of action.
