Job Purpose

Provides professional expertise in a staff capacity to support a department manager and his division heads in the development of the departmental short- and long-term objectives. Develop procedures and techniques for planning and financial analyses, cost control and comprehensive programs for achieving departmental objectives. Provides work direction to assigned Planning & Programs Analysts and clerical staff.

Responsibilities

• Provides work direction to Planning and Programs Analysts and assigned staff personnel.
• Provides financial expertise in developing assumptions and objectives for departmental planning efforts.
• Coordinates the development, preparation, and analysis of manpower, capital and expense budgets, accountability reports, five-year Business Plan, annual operating plan, and other major reports as required for the department or administrative area.
• Analyzes department operating cost and performance reports and conducts special studies to establish cost performance objectives. Identifies opportunities to reduce costs by improving the utilization of resources and increasing performance. Identifies cost centers having special opportunities for improving performance.
• Provides accounting system interpretation for operations personnel, conducts on-the-job training in accounting methods and procedures to assure compliance with corporate accounting and cost control requirements.
• Develops, maintains, formats and presents operating data for management control purposes.
• Provides assistance to contract compliance efforts in the field by implementing control systems, interpreting contract provisions, reviewing contract language and terms of agreement, and provides alternative management positions in contractor claims situations.
• Serves as primary liaison with Finance Organization regarding operating problems and the practical application of cost control systems and procedures; coordinates with Finance counterparts the development of new or improved reporting systems.
• Coordinates with Accounting the transfer of costs between business lines to effectively identify the total cost of specific operations.
• Performs other duties as assigned, such as the coordination of recruitment and training programs.

Requirements

Education & Experience Requirements

• A/B. Bachelor's Degree in Engineering. 10 years' experience in management of operating costs, budgets, or related activities, including 3 years' experience in SAO.
Bachelor's Degree in Business Administration, Accounting, or Financial Management. 12 years' experience in cost control, budgets, or related activities, including 3 years' experience in SAO.
• Excellent command of oral and written English.
• Thorough working knowledge of operating area of assigned department. Must have ability to perform statistical and problem analyses while working under time constraints, and have working knowledge of applicable EDP systems and programs.
