The Job Opportunity

Serco is bidding on a key contract in the Kingdom of Saudi Arabia for the Saudi Government . The client oversees infrastructure projects which are estimated to be worth over $1trillion by 2030 and we are bidding to become the Delivery partner for O&M Excellence.

We are looking for people with deep O&M experience across all areas of the government sector to lead and deliver this 3 year project based in Saudi. This role is to operate in the Enablement team, understand each entities unique requirements and delivering the agreed Processes. Procedures, technology and systems to enable standardised O&M maintenance.

It's an exciting opportunity to work very closely with a multicultural team and client, in a new and challenging environment and gain knowledge of all government sectors for O&M.

The growth opportunity for Serco is twofold. Firstly, this will bring the team inside the organisation, with the ability to shape future O&M strategy with the KSA government, but also will enable us to be well placed to win future O&M delivery contracts in the Kingdom.

Key accountabilities

- Building long-term relationships with the Client, its partners and KSA government entities.
- Managing the growth of the Serco reputation for operational excellence within KSA.
- Contribute to the implementation of the new National O&M Manual in one or more specific government entities
- Support other enablement managers in the implementation of the new O&M standards and collect and share best enablement best practice

What we are looking for in our candidates:

- Minimum 15 years' experience in related field on national / international major initiatives and developments.
- Minimum 5 years in leading multi-disciplined O&M transformation programmes and a proven track record of instituting continuous improvement and change management.
- Training and Learning and development leadership experience beneficial
- Tier 1 or 2 consultancy experience preferred.

Specific requirements

- Bachelor of Science / Engineering, Project Management, Communications, Finance or other relevant discipline from an accredited university.
- Other business/ strategic/ financial qualifications preferred

Key purpose

The Client has a royal mandate to ensure effective O&M across all government sectors within KSA. The key purpose of the O&M Enablement Manager is to support the delivery of the contract that will provide the Client and its government stakeholders with the blue-print for operational standards, procedures and systems, and the means with which to successfully implement and monitor them.

Reason for role

Serco was established in the Middle East in 1947 and the business has matured rapidly in recent times, growing from £46.3mn in 2008 to £140mn in 2010 to £324.8mn in 2016. Its portfolio includes Light Rail, Air Traffic Control, Integrated Facilities Management and Technology, with Healthcare and Vocational Training as key emerging sectors. Serco runs the iconic world class Dubai Metro and is also responsible for most of the Air Traffic control business across the Middle East.

In line with the wider group strategy, the contract will be the key catalyst in growing Serco's reputation for O&M excellence in existing and new business sectors across the Kingdom. The Enablement Director role is to support the delivery of the contractual obligations, by ensuring the successful implementation and continued use of the new 'World-Class' O&M standards, procedures and systems across KSA government Entities.

Structure and reporting relationship

There are no direct reports, but the Enablement team will need an adaptability to complex matrix project based work, where teams are created and led according to the implementation needs of individual government Entities.

The role will be based in Riyadh, however considerable travel to government Entity headquarters across KSA may be necessary at certain phases of the enablement process.

Based on the specific requirement of the role

Key accountabilities

- Building long-term relationships with the Client, its partners and KSA government entities.
- Supporting the growth of the Serco reputation for operational excellence within KSA.
- Contribute to the Enablement department objectives, to implement and ensure the success of the new O&M standards and practices across KSA government Entities, with responsibilities that include:
- Initiate the Entity engagement process, prioritized according to departmental strategy, and evolve to contractual stage.
- Plan and lead the 'as-is' assessment of government Entity O&M capabilities, and design an organizational, process and system target operating model in line with The National O&M Manual
- Prepare the operating procedures that are bespoke to Entity sectors, and lead the procurement of resources and/or systems that transform the Client's O&M knowledge capability into a functioning O&M Management Office (OMMO).
- Continuously provide Entity OMMO's with guidance and technical expertise.
- Ensure adoption of the National O&M Manual standards and assist in the monitoring of compliance and performance
- Develop the communication, change management and training programmes that facilitate ongoing implementation success

This position may be required to carry out other tasks from time to time as directed by the Serco Middle East Leadership team.

Requirements

Essential technical and professional skills, knowledge and qualifications

Technical and Professional Skills

- Minimum 15 years' experience in related field on national / international major initiatives and developments.
- Minimum 5 years in leading multi-disciplined O&M transformation programmes and a proven track record of instituting continuous improvement and change management.
- Training and Learning and development leadership experience beneficial
- Tier 1 or 2 consultancy experience preferred.
- Record of engagement with a wide range of stakeholders and wider commercial and public-sector stakeholders.
- Extensive experience of working internationally (preference for Middle East / KSA).
- Exceptional communication and interpersonal skills at an individual and team level.

Knowledge

- Knowledge of both international and local (UAE) statutory and legislated requirements in governing large projects.
- Knowledge of international change management best practice, preferably in multiple sectors.
- Knowledge of innovation and technology in the training and organizational transformation.
- Gravitas, and the emotional intelligence capable of developing close working relationships with the client to ensure the mutual success for all stakeholders and longevity of the contract and beyond.
- Demonstrable subject matter expertise (and where appropriate accreditation) across multiple aspects of O&M.
- Diplomatic, with a cultural sensitivity

Qualifications

- Bachelor of Science / Engineering, Project Management or Communications discipline from an accredited university.
