To manage and maintain a strategic portfolio containing components of mega sub-portfolios, programs, projects and business operations running across different sectors/departments within the business, and lead the strategic portfolio according to the directions, objectives and targets of the organization strategy.

Portfolio Director - Public Sector - Saudi Arabia

* Develop and maintain a portfolio strategic plan (that includes the portfolio charter and the roadmap). You'll need to collect, identify, categorize, evaluate, select, prioritize, balance, authorize, and review portfolio components to ensure that they are contributing to the targets of the strategic objectives of the organization strategy
* Develop and maintain comprehensive governance that includes both the definition of the portfolio and the portfolio management plan; to ensure a strong control over the delivery of the diverse components of the portfolio during all stages of their life cycle, with proper tabulating including but not limited to, the portfolio escalation matrix, authority matrix, RACI matrix, etc.
* Develop and maintain a comprehensive portfolio performance management plan to ensure an efficient utilization of the portfolio assets and resources and to create an effective decision making tool for the leadership to act accordingly.
* Track the status of the portfolio performance index by measuring and reviewing the strategic objectives of which the portfolio is designed to achieve. Monitor the portfolio targets and facilitate decision making throughout the process.
* Develop and maintain a comprehensive portfolio communication management plan to ensure a streamlined stakeholder engagement, corresponding teams involvement, sectoral delegates participation and external stakeholders from all perspective public and private sectors/entities impacting the portfolio.
* Develop and maintain a comprehensive portfolio risk management plan to ensure a strong control environment and that portfolio risks are identified, assessed, prioritized, mitigated, and monitored.
* Facilitates internal coordination and linkages required to achieve technical and administrative management objectives.
* Identify new opportunities for investment in existing or new markets to facilitate decisions for the respective leadership in the organization.
* Review financial statements on the components delivery on regular basis; (e.g: money spent on projects in your portfolio) and other accounting reports to determine the status of investments and facilitate decision making for the leadership in the organization
* Review and recommend changes to the portfolio to help meet long-term objectives, through potential investment strategies based on the organization needs and risk tolerance.

Requirements

* A candidate with 15+ years' of relevant and related work experience with strong technical and business background on the portfolio management practice, as well as previous experience on similar large-scope project types.
* Someone who posseses both Delivery & PMO Overisght experience, across Private & Public Sectors.
* Written and Oral proficiency in both the Arabic and the English languages.
* Significant experience managing long-term projects and supervising professional staff and senior staff.
* A good knowledge in document control and information management processes, standards and ISO standards.
