Employment: Full Time

To develop and lead the implementation of procurement strategies, frameworks, plans and activities to ensure the supply of necessary services and products at the best combination of cost, quality and duration.

Our client is a governmental mega project and organisation aligned with the Saudi Vision 2030 and under the direct supervision of the Saudi Crown Prince.

Description

* Formulate the short and long-term strategy for the procurement department.
* Ensure proper implementation of the procurement policies and framework.
* Prepare financial plans and budget for procurement department.
* Drive the development of corporate and project procurement policies, processes, and tools.
* Oversee all procurement end to end activities.
* Ensure that procurement needs, and relevant product/service specifications are properly captured and translated into specific procurement requirements.
* Ensure that all procurement related processes, contracts and other documents are in line with the applicable legal framework
* Providing expert level advice to the procurement team and other involved stakeholders.
* Establish the proper procedures for logging purchasing and contract information accurately onto the system.
* Ensure the effective resolution of complex purchasing problems.
* Review procurement and contracts requirements.
* Direct the end-to-end tendering process for any services, products, or materials as per the policies.
* Lead the investigation of any major issues or contract breaches during the procurement cycle of the projects.
* Develop and maintain effective relationships with all relevant external/internal entities.
* Manage relationships with key vendors and lead contract negotiations for procurement orders.
* Guide the evaluation of supplier performance.
* Establish a proper contract framework and templates, in cooperation with the General Counsel, and ensure that the right contract template is used as per the respective needs.
* Oversee the contract development process for procurement as per the specified requirements.
* Provide any required information to internal and external auditors regarding procurement and contract related processes and practices.
* Review supplier registration forms for authenticity and adherence to approved terms and contracts.
* Manage the review of invoices for purchases.
* Manage and ensure effective implementation of Procurement policies, procedures, and controls.
* Apply health, safety and environmental management practices for all Procurement related activities, policies, procedures, and controls.
* Contribute to the identification of opportunities for continuous improvement of Procurement systems, processes, and practices.
* Ensure that all department reports are prepared timely and accurately.

Requirements

* Working knowledge and experience of the Saudi Government procurement law is essential.
* Experience setting up and developing whole procurement departments.
* Minimum 10 years of procurement experience.
* Willing to relocate to Al Wajh for the role.
* Keen on joining a start-up.
