Job description / Role

Employment: Full Time

Leading multinational construction company is looking for Procurement Engineer for its pipeline projects in KSA.

The Role & Responsibilities:
- Develops specification for procuring parts and equipment for EPC and construction projects.
- Analyzes technical data, MTO, drawings, preliminary specifications in framing specifications and float RFQ.
- Interacts with engineering manager to establish performance criteria and specifications.
- Investigate potential suppliers; evaluate supplier’s facilities to recommend preferred vendors/suppliers.
- Interacts with supplier representatives regarding specifications, costs, inspections and issues related to parts and equipment.
- Arranges and participates in meeting with suppliers and engineering department to facilitate material inspection, substitution, standardization, economical procurement of parts and equipment.
- Coordination with site engineers and planners in planning for materials.
- Coordination with estimation and tendering department for budgeting of materials.
- Preparation of materials submittals and RFQ packages from purchase requests, evaluation of bids received, preparation of PO, post-PO activities including NMR submittals, inspections, expediting the shipment etc.
- Maintain and implement construction Performa / budget for the project
- Negotiate pricing contracts with subcontractors and suppliers
- Create scopes of work
- Issue purchase orders for procurement and expedition of materials and equipment for jobs
- Meet subcontractors and suppliers on-site as necessary
- Ensure compliance to project budgets and provide analysis of deviations
- Ensure accurate takeoffs to ensure budgets are accurate
- Research new materials for design and cost savings
- Maintain subcontractor and supplier insurance policies
- Develop and implement new purchasing strategies to deliver ongoing cost reductions and process simplification
- Maintain relationships with subcontractors and suppliers
- Establish new relationships with subcontractors and suppliers to ensure adequate resources for all projects and to continually improve pricing and quality of work
- Assist in ensuring awareness and company compliance to all building codes and local construction guidelines
- Assist in maintaining company quality control program
- Leverage technology, safety measures, and information sharing to increase productivity and profitability
- Assist in settling invoice or contract dispute
- Handle change order requests
- Forecast upcoming demand
- Maintain sub/supplier information on company online management systems
- Manage materials/equipment inventory

Requirements

- Graduate Engineer / Bachelor’s Degree (B.Sc.) in Mechanical, Electrical or Instrumentation Engineering.
- Working experience in buyer/procurement functions in EPC or construction companies, Good knowledge of procurement methods and procedures.
- Well versed in international standards such as API, ASTM, ASME, ANSI, etc.
- Well versed with Saudi Aramco standards and process flows in procurement for Saudi Aramco projects including MNMR requirements, inspection etc.
- Well versed in computer, including MS-Office and preferably ERP – procurements etc.
- Experience in international purchases, inco-terms, negotiation skills and excellent communication skills.
- Detailed planning and reporting activities related to procurement.
- Minimum 5 years of experience, preferable Pipeline Construction Company.
