Employment: Full Time

We are currently looking for an experienced planning biased Project Controls Manager to form part of our Programme Management team based on a large mixed use Development in remote KSA (remote Location). The main objective of the delivery biased PMO/Programme is to implement and manage the overall Development Programme, which includes infrastructure enhancement works, as well as retail mall and hospitality new build, sports complex, medical facilities and refurbishment elements. The team shall be expected to assist the client in any way possible to ensure the Development is completed starting from a project brief to the required timescales and within their stated budgets for multiple projects. The assignment is expected to last for up to 3 years for with potential extension.

Role:

This role will have full oversight and line management authority of the Planning function and act as a deputy to the Project Controls Director in managing Risk, Document Controls, Change Management and Reporting functions.

The project controls manager's responsibilities include but are not limited to:

- Manage and provide technical leadership to the planning team
- Setting-up Primavera Project Management System P6v7 for program management across the planning team with all stakeholders.
- Preparing the master programme for the project which takes the projects from very early stages of the feasibility studies to handover.
- Developing and updating the Schedule Management Plan.
- Assisting in the consultant/contractor selection process for commercial and technical evaluation.
- Assisting in establishing / delivering formal reporting arrangements on project progress for the client and project including earned value and quantity tracking system.
- Reviewing contract documents, suggesting changes for planning and programming aspects and the addition of new clauses if necessary.
- Reviewing Consultants' and Contractors' deliverables and guiding and assisting them for improvement if not aligned with their Contract requirements.
- Arranging planning workshops/meetings to discuss and assist contractors / consultants to close their planning / project control issues.
- Challenge any claims and EOT requests.
- Making recommendations for possible acceleration.
- Reviewing design/procurement/construction programmes received from consultants/suppliers/contractors and analysing them in line with the contractual requirements.
- Manage the schedule health check requirements.
- Create/ Modify existing WBS to the required level.
- Ensuring procurement, material and submittal logs are created and maintained.
- Identifying long lead items.
- Assisting in preparation weekly progress presentations for the client.
- Reviewing the progress/earned value information provided by the Consultants and Contractors with the Project Team.
- Preparing project advice for any site progress / planning concern that may impact site progress.
- Developing weekly and monthly progress report protocols / templates for progress reporting and monitoring progress against it.
- Preparing design programs for projects under design and guideline programs for projects to be started / under-progress.
- Preparing risk assessment and mitigation plans.
- Monitoring design, procurement and construction progress for compliance with contract requirements.
- Independent worker who is able to work well with minimal supervision

Requirements

Requirement:
- Degree in Engineering, or Construction Management
- PMP, PMQ or other professional certifications
- Chartership is preferred
- Minimum 12-15 years related experience in Project Management and Project Controls.
- Must have a consultant and/or client background for a minimum of 5 years, preferably in a Project Management / Construction Management organization.
- Contractor background is highly regarded.
- 5 years Middle East experience preferred.
- Fluent in English (read, write and speak).
- Project management acumen.
- Politically aware.
- Team player, team leader.
- Extensive tactical planning
- Arabic speaking is an advantage but not essential.
- Extensive understanding of the Schedule Hierarchies
- Digital-savvy candidates preferred
