The Project Engineer (Mechanical) is a high profile job position whose decisions have a direct impact on employee safety, environmental regulatory compliance, & profitability. Internally this job works closely with Operations, EPC Contractors, Process Engineers, Process Control, Maintenance, Reliability, Safety, Environmental and Supply & Distribution to optimize and assure availability of necessary resources. Provides project and mechanical engineering expertise & leadership to promote team work among all the functional groups, teach others how to run the plant equipment reliably, how to reduce costs, while maintaining zero accidents, injuries, and incidents.

Promotes proactive safety, seeks out "at risk" behaviors & conditions in order to achieve the overall goal of zero incidents in alignment with the Tenets of Operation, and in support for achieving Operational Excellence (OE) Compliance.
- Complies with Company safety rules and regulations.
- Understands and promotes proactive safety philosophy.
- Provides safety role model to the project team members.
- Serves as a single point contact for the projects to all stakeholders.
- Prepares and maintains key project documents: project frames, scopes, estimates, schedules, AFDs, AFEs, and project execution plan.
- Prepares and presents projects at Plant GRT review.
- Obtains necessary approvals to progress projects.
- Ensures all team activities and decisions support the projects objectives and priorities.
- Oversees project document review and approval process.
- Provides leadership, input, review, and approval of project contract strategy.
- Manages interfaces with other organizations.
- Manages the integrated team.
- Controls project costs and schedules.
- Understands basic concepts of CPDEP and project management practices and applies them to assign projects.
- Prepares and issues weekly and monthly reports to stakeholders.
- Provides project expertise to support the Plant troubleshoot problem.
- Organizes studies and reviews such as constructability reviews, HAZOPs, etc., in support development of projects.
- Develops project metrics and performance measures.
- Identifies potential deviations from the project premises or principles and brings them to management for resolution.
- Manages the implementation of the project risk management process.
- Oversees project change management process.

Requirements

- Bachelor's Degree in Mechanical Engineering
- 3+ years of experience in Project Engineering role is required.
- 3 - 5+ years of related industry experience in chemicals, petrochemicals, or refineries is preferred. Experience in optimization and efficiency improvements is a plus.
- Demonstrated ability to communicate and reinforce Tenets of Operations and Operational Excellence goals and objectives.
- Good communication skills, strong technical, troubleshooting, and analytical skills, self-starter with solid planning and organizational skills, the ability to handle multiple tasks at the same time, ability to resolve conflicts with other functional groups and reach agreements.
