Employment: Full Time

- Develop, negotiate and document project goals, requirements/success criteria and the project plans and schedules to achieve them in collaboration with project sponsors, management and stakeholders.
- Estimate the resources and participants needed to achieve project goals; as required, negotiate with other department managers for the acquisition of required personnel from within or outside the Company
- Ensure effective and timely communication throughout the project lifecycle with the project team, project sponsors, stakeholders and Program Management Office. This includes developing, documenting and maintaining appropriate project plans, schedules progress reports, proposals, requirements documentation, and presentations.
- Lead project execution per plan, schedule and budget.
- Track project milestones and deliverables and oversee quality control throughout the project life cycle.
- Effectively manage the project team by assigning / coordinating project tasks and responsibilities to appropriate personnel and resolving issues and conflicts.
- Proactively identify project scope changes, risks, dependencies and constraints; develop and execute mitigation plans and adjust project plan, schedule, budget and resources appropriately.
- Engage and collaborate with the overall Program Management Office in order to align and comply with the overall best practices and tools and that appropriate project visibility is maintained and exchanged.
- Manages a geographically dispersed team of support coordinators and, in coordination with other functional groups.
- Ensures the efficient provisioning of operations services and solutions to internal end users.
- Provides detailed direction, identifies constraints, manages priorities, coordinates resources and ensures that deadlines are respected.
- Monitors Service Quality indicators to ensure an effective service delivery and to identify staffing needs to cope with business growth.
- Interacts on a regular basis with senior managers, business partners and other Enterprise Functions within the Boeing Saudi Arabia.
- Significant business travel is expected both within the assigned region and to other global sites, as driven by business needs.
- Lead the development and integration of programs plans strategies and processes to meet business goals for Boeing Saudi Arabia (BSA) operations in Saudi Arabia authorization such as program strategy for commitment of work cost imperatives deployment analysis and impact mitigation.
- Develops project plans and deliverables, directs all project phases and acts as primary contact to project stakeholders. Participates in or develops mechanisms for establishing, monitoring and integrating project elements, project deliverables and communications concerning change management processes and decisions.
- Interface with Boeing Saudi Arabia (BSA) external customers including but not limited to; Ministry of Defense (MoD) branches, Ministry of National Guard (MoNG), Ministry of Interior (MOI), Royal Guard, Military Industrial Corporation (MIC), economic offset companies and any other customer in relation to proposal development, program development, program execution as required.
- Performs project management activities in accordance with accepted project management standards in the industry (e.g., PMI, Project Management Body of Knowledge [PMBOK], ANSI, and ISO-standards).
- Develops proposal plan and proposal package documents.
- Uses trend, variance analyses and risk assessments and mitigations to develop plans or to recommend change.
- Negotiates project changes and incorporates changes into project control systems to maintain work statements, cost and schedule baselines.
- Performs project close-out and documents lessons learned.
- Supports the coordination and clarifies the analysis with business partners to validate results and determine business scope to meet BSA long range business goals and develop business case.
- Coordinate with US and non-US Programs to coordinate business operations as required, provides implementation direction for work authorization, collects organizes and provides data according to established processes within the management system to maintain status of programs customer and supplier commitments and compliance.
- Lead development of Interorgnizational Work Transfer (IWT) activities.
- Support planning of related activities of BSA operations in Saudi Arabia as required.
- Lead the development and deployment of internal controls policies and procedures necessary to ensure operations are compliant with the requirements of all applicable regulations including Federal Acquisition Regulation (FAR), Saudi Government Tenders and Procurement Law, Rules and Regulations for Saudi Government as appropriate.
- Assist programs in the resolution of program issues that may arise, including interface with appropriate internal or external stakeholders and program personnel.
- Provide consultation, guidance on program coordination matters to support BSA objectives.
- Ensures follow up action for issue resolution. Provides coaching and guidance to less experienced personnel.

Requirements

A high School and 6 or more years' related work experience, or an equivalent combination of education and experience.

The Project Manager (PM), is responsible for planning, managing and executing projects effectively, on schedule and, if assigned, within budget. As empowered by the project owner and sponsors, the PM is responsible and accountable to achieve the project goals through the project team and for the delivery of Ops services and solutions in support of business needs and objectives.
