We are looking for a Safety Assurance Manager who will provide risk assessment and safety assurance management services and will interface with the other relevant departments. The ideal candidate will audit, monitor and supervise the safety relevant processes of the client (maintenance and use of all kinds of fixed assets like buildings, track, signaling, bridges, underpasses, level crossings).

Job Description:
- Supervises, monitors and supports the implementation and the continual improvement of the client's Safety Management System (SMS) procedures
- Assists the Head for Operational Safety to formulate an assurance strategy for infrastructure, which includes procedures for proactive hazard identification / risk assessment / risk mitigation and monitors compliance against the assurance strategy
- Systematically evaluates and continually improves the existing processes in relation with the railway infrastructure for the following aspects: control & monitoring systems for infrastructure operational safety risks and hazards and control & monitoring systems for infrastructure maintenance safety risks and hazards
- Reviews and approves rules and procedures to manage the safety risks in the railway infrastructure (covers operating rules and procedures & maintenance rules and procedures and subdocuments like manuals, instructions, temporary instructions, etc.)
- Supports the establishment and the monitoring of a Work Permit System that applies for all technical works on the project
- Maintains the hazard log in relation to the railway infrastructure (maintenance and use of infrastructure) by identifying hazards, analysing the hazards and assessing the risks. Proposes counter measures to mitigate the risks, coordinates with other relevant departments for the implementation of the counter measures and confirms the implementation of the countermeasures
- Introduces the implementation and the monitoring of an asset management system for safety critical infrastructure assets in accordance with best practice, covering the entire lifecycle of the assets
- Reviews and approves maintenance plans for the safety critical infrastructure subsystems
- Ensures a continually increased level of infrastructure safety by proposing and supervising the measurements of the safety targets and Key Performance Indicators
- Establishes internal standards, procedures, and instructions for maintaining the safety integrity of the infrastructure, through the management of appropriate maintenance and operation activities
- Develops, documents and reviews the principles for the maintenance management process for the infrastructure
- Determines and manages an annual program of safety audits and inspections, which aims at achieving a proactive verification and supervision of the infrastructure safety. Implements the annual safety audits program in conjunction with the inspector team and/or specific engineering staff
- Delivers expertise to the safe design process for new and altered infrastructure subsystems, whenever needed
- Ensures that the lessons learnt from the operations and maintenance are taken systematically into account as input to the safety design process for any new / altered infrastructure subsystem
- Develops and distributes a status report for the infrastructure safety activities and provides information on the safety hazards and developments on the safety to the Head for Operational Safety and to the Director of the Safety Department
- Ensures and monitors that all the client's departments / units in relation to the management of the infrastructure are adequately staffed, trained, have the appropriate tools and equipment and have access to relevant documents
- Approves, monitors, reviews and updates the training program in relation to the infrastructure
- Assists the relevant departments in the preparation of emergency plans and initiates exercises to improve the client's preparedness in cases of emergencies
- Establishes a system to timely report accidents and incidents. Supports the investigation of accidents and incidents in relation to the project infrastructure and cooperate with the relative departments for the implementation of counter measures after an accident or incident in order to improve safety
- Systematically monitors the reported accidents and incidents and ensures that lessons learnt are taken into account to continuously improve safety of the infrastructure
- Manages the works of the safety inspectors for the infrastructure and continually implements measures to improve the deliverables of the safety department in relation to the infrastructure safety assurance
- Collaborates with the other sub divisions of the safety department in order to support implementation of the Safety Department's mission / vision / business objectives
- Checks the accountability of the relevant departments or subdivisions in relation to safety assurance of the infrastructure ensuring that measures are in place to manage interfaces between them
- Supervises the client's compliance with the applicable laws / decrees / standards / Government's and SRC's requirements in relation to the infrastructure
- Systematically process the feedback from the client staff (employee safety suggestions) for the area of his responsibility and proposes measures to implement the employee suggestions
- Deputizes for the Head for Operational Safety, if applicable
- Promotes the right attitudes and behaviours throughout the workplace and drives the continuous improvement
- Represents the client in world wide conferences for safety assurance management of railway assets

Requirements

- Degree in Mechanical / Civil / Electrical Engineering (Bachelor, Master or equivalent diploma) or technical education in the fields of engineering / maintenance with long-term professional experience
- Strong technical and project background, are sought with preferably a minimum of 10 years practical rail experience or 15 years of experience (in the case of technical education)
- Application of Safety Management Systems with a focus on risk management techniques and methods
- Strong expertise in rail infrastructure technologies and maintenance, considerable rail experience with a good understanding of infrastructure systems and the interfaces with the rolling stock and railway operations
- Experience in the development of audit / inspection programs
- Preferably auditing and inspection experience in a similar domain
- Profound knowledge and understanding of railway maintenance management, railway organizational structures, standards / workflows
- Profound knowledge of infrastructure safety risks and hazards assessment strategies, including risks in the interfaces with the rolling stock and the operations
- Excellent leadership and exemplary function for Safety
- Profound management skills
- Ability to compile data and prepare statistics reports
- Good communication and conflict management skills
- Project Management knowledge
- Ability to influence people behaviour
- Very good command of the English language (written and oral)
- Good knowledge in MS Office
- Applicable to hold driving license for the KSA
