We are looking for a Safety Assurance Manager for Operations who will be responsible for the risk assessment and safety assurance management services of the client's railway operations and the interfaces with the other relevant departments. The ideal candidate will audit, monitor and supervise the safety relevant processes in the client's railway operations.

Job Description
- Supervises, monitors and supports the implementation and the continual improvement of the Client's Safety Management Systems (SMS) procedure in relation to the railway operations
- Assists the Head for Operational Safety to formulate an assurance strategy for railway operations, which includes procedures for proactive hazard identification / risk assessment/ risk mitigation and monitors compliance against the assurance strategy
- Systematically evaluates and continually improves the existing processes in relation with the control and monitoring systems for railway operations taking into account the interfaces with the rolling stock and the infrastructure
- Reviews and approves rules and procedures to manage the safety risks in the railway operations;
- Maintains the hazard log in relation to railway operations by identifying hazards, analysing the hazards and assessing the risks. Proposes counter measures to mitigate the risks, coordinates with other relevant departments for the implementation of the counter measures
- Ensures a continually increased level of railway operations safety by proposing and supervising the measurement of the safety targets and Key Performance Indicators
- Establishes internal standards, procedures and instructions for maintaining the safety integrity of the railway operations, through the management of appropriate operational activities
- Determines and manages an annual program of safety audits and inspections, which aims at achieving a proactive verification and supervision if the railway operational safety. Implements the annual safety audits program in conjunction with the inspector team and/or specific engineering staff
- Delivers expertise to the safe design process fro new and altered railway assets, whenever needed
- Ensures that the lessons learnt from the railway operations are taken systematically into account as input to the safety design process for any new / altered railway assets
- Develops and distributes a status report for the railway operations safety activities and provides information on the safety hazards and developments on safety to the Head for Operational Safety and to the Director of the Safety Department
- Ensures and monitors that all the Departments / units in relation to the railway operations are adequately staffed, trained, have the appropriate tools and equipment and have access to the relevant documents
- Approves, monitors, reviews and updates the training program in relation to railway operations
- Assists the relevant departments in the preparation of emergency plans and initiates exercises to improve the client's preparedness in cases of emergency
- Establishes a system in timely report accidents and incidents. Supports the investigation of accidents and incidents in relation railway operations and cooperates with the relative departments fro the implementation of counter measures after an accident or incident in order to improve safety
- Systematically monitors the reported accidents and incidents and ensures that lessons learnt are taken into account to continuously improve safety
- Manages the works of the safety inspectors for operation and continually implements measures to improve the deliverables of the Safety Department in relation to the railway operations safety assurance
- Collaborates with the other sub divisions of the Safety Department in order to support implementation of the department's mission/ vision / business objectives
- Checks the accountability of the relevant departments or sub divisions in relation to safety assurance for railway operations ensuring that measures are in place to manage the interfaces between them
- Supervises the client compliance with the applicable laws / decrees, standards, Government's requirements in relation to railway operations
- Systematically process the feedback from the client staff (employee safety suggestions) for the area of his responsibility and proposes measures to implement the employee suggestions
- Deputizes for the Head for Operational Safety, if applicable
- Promotes the right attitudes and behaviours throughout the workforce and drives the continuous improvement
- Represents the client in conferences for safety assurance management of railway operations

Requirements

- Degree in Mechanical / Electrical Engineering (Bachelor or Master or other equivalent diploma) or technical education in the fields of railway operation with long-term professional experience
- Strong technical and project background are sought with preferably a minimum of 10 years practical rail experience or 15 years of experience (in the case of technical education)
- Application of Safety Management Systems with a focus on risk management techniques and methods
- Strong of in railway operation with a good understanding of operation process and their interfaces with the infrastructure and the rolling stock
- Experience in the development of audit / inspection programs
- Auditing and inspection experience in a similar domain preferable
- Profound knowledge and understanding of railway operations, knowledge of railway organizational structures and standard and workflows
- Profound knowledge of railway operations safety risks and hazards assessment strategies, including risks in the interfaces with the infrastructure and with the rolling stock
- Excellent leadership and exemplary function for Safety
- Profound management skills
- Ability to compile data and prepare statistics reports
- Good communication and conflict management skills
- Project management knowledge
- Ability to influence people behaviour
- Very good command of the English language (written and oral)
- Good knowledge in MS Office
- Applicable to hold driving license for the KSA
