We are looking for a Safety Assurance Manager - Rolling Stock who will provide risk assessment and safety assurance management services for the railway vehicles and the interfaces with the other relevant departments. The ideal candidate is to audit, monitor, and supervise the safety relevant processes in the railway rolling stock area (maintenance and use of rolling stock).

Job Description:
- Supervises, monitors and supports the implementation and the continual improvement of the client Safety Management System (SMS) procedures in relation to the client's railway rolling stock area
- Assists the Head for Operational Safety to formulate an assurance strategy for rolling stock, which includes procedures fro proactive hazard identification / risk assessment / risk mitigation and monitors compliance against the assurance strategy
- Systematically evaluates and continually improves the existing processes in relation with the rolling stock safety ( maintenance and use of rolling stock) for the following aspects: (a) safety aspects and hazards related to material flow and workshops equipment; (b) rolling stock maintenance and operational safety risks and hazards; (c) control and monitoring systems for rolling stock safety risks and hazards
- Reviews and approves rules and procedures to manage the safety risks in the rolling stock area (covers operating rules and procedures & maintenance rules and procedures and subdocuments like manuals, instructions, temporary instructions, etc.)
- Maintains the hazard log in relation to the rolling stock area (maintenance and use of rolling stock) by identifying hazards, analysing the hazards and assessing the risks. Proposes counter measures to mitigate the risks, coordinates with other relevant departments fro the implementation of the counter measures and confirms the implementation of the counter measures
- Introduces the implementation and the monitoring of an asset management system fro safety critical railway rolling stock assets in accordance with best practice, covering the entire life cycle of the assets
- Reviews and approves the maintenance plans for the safety by proposing and supervising the measurements of the safety targets and Key Performance Indicators
- Establishes internal standards, procedures and instructions for maintaining the safety integrity of the rolling stock, through the management of appropriate maintenance and operation activities
- Develops documents and reviews the principles for the maintenance management process for rolling stock
- Determines and manages an annual program of safety audits and inspections, which aims at achieving a proactive verification and supervision of the rolling stock safety. Implements the annual safety audits program in conjunction with the inspector team and/or specific engineering staff
- Delivers expertise to the safe design process for new and altered rolling stock subsystems, whenever needed
- Ensures that the lessons learnt from the rolling stock operations and maintenance are taken systematically into account as input to the design process for any new / altered rolling stock subsystems
- Develops and distributes a status report for the rolling stock safety activities and provides information on the safety hazards and developments on safety to the Head for Operational Safety and to the Director of the Safety Department
- Ensures and monitors that all the client departments / units in relation to the rolling stock are adequately staffed, trained, have the appropriate tools and equipment and have access to the relevant documents
- Approves, monitors, reviews and updates the training program in relation to rolling stock
- Assists the relevant departments in the preparation of emergency plans and initiates exercises to improve the client's preparedness in cases of emergency
- Establishes a system to timely report accidents and incidents. Supports the investigation of accidents and incidents for the client rolling stock and cooperates with the relative departments for the implementation of counter measures after an accident or incident in order to improve safety
- Systematically monitors the reported accidents and incidents and ensures that lessons learnt are taken into account to continuously improve safety
- Manages the works of the safety inspectors for rolling stock and continually implements measures to improve the deliverables of the Safety Department in relation to the rolling stock safety assurance
- Collaborates with the other subdivisions of the Safety Department in order to support the implementation of the safety Department's mission / vision / business objectives
- Checks the accountability of the relevant departments or subdivisions ensuring that measures are in place to manage the interfaces between them
- Supervises the client compliance with the applicable laws / decrees / standards, Government's & SRC's requirements in relation to rolling stock
- Systematically process the feedback from the client staff (employee safety suggestions) for the area of his responsibility and proposes measures to implement the employee suggestions
- Deputizes for the head for Operational Safety, if applicable
- Promotes the right attitudes and behaviours throughout the workforce and drives the continuous improvement
- Represents the client in conferences for safety assurance management of railway assets

Requirements

- Degree in Mechanical / Electrical Engineering (Bachelor, Master or other equivalent diploma) or technical education in the fields of engineering / maintenance with long-term professional experience
- Strong technical and project background, are sought with preferably a minimum of 10 years practical experience or 15 years of experience (in the case of technical education)
- Application of Safety Management Systems with a focus in risk management techniques and methods
- Strong expertise in rail vehicle technologies and maintenance, considerable rail experience with a good understanding of rolling stock systems and the interfaces with the infrastructure and the railway operations
- Experience in the development of audit / inspection programs
- Preferably auditing and inspection experience in a similar domain
- Profound knowledge and understanding of railway maintenance management, railway organisational structures / standards / workflows
- Profound knowledge or rolling stock safety risks and hazards assessment strategies, including risks in the interfaces with the infrastructure and with the operations
- Excellent leadership and exemplary function for Safety
- Profound management skills
- Ability to compile data and prepare statistics reports
- Good communication and conflict management skills
- Project management knowledge
- Ability to influence people behaviour
- Very good command of the English language (written and oral)
- Good knowledge in MS office
- Applicable to hold driving license for the KSA
