This is an opportunity to work on a large new build airport, that will set a global benchmark for aviation experience and aims to attract 120 million passengers by 2030 in Saudi Arabia.

• You will manage Cost Consultants to identify and execute opportunities that improve cost management procedures, templates and products to enhance services provided to stakeholders.

Job Summary:
• Provides cost management services from contract signature and award to completion of projects in various sectors.
• Provides leadership to managers & professionals.

You’ll be responsible for:
• Review and study all contractual documents (Contract, BOQ, DWG, Specs, IFB, RFP, Award letter, queries & answers) to identify all contractual rights, obligations, scope of work, and commercial risks.
• Preparation of all contractual correspondences in English & Arabic to Stakeholders.
• Preparation of various types of contracts, variations/change orders, amendments of contracts, LOI, MOU, NDA, purchase/ joint venture/services, and framework agreement along with its Work orders.
• Drafting, negotiation, preparation, and issuance of Agreements
• Monitoring and Controlling of the Subcontractor’s performance on site and ensure of their compliance with the contract provisions, as well as review and certify of their IPCs and final account statement.
• Ensure that submission of all warranties, bonds, insurances, guarantees in due course, as well as to be valid and maintained in accordance with the Contract provisions.
• Manage the Project change management process for all variations, claims, Engineer instructions, and modifications, and issue the Variation Orders in this regard to adjust the final contract total amount.
• Good knowledge of all FIDIC Contracts; in addition to formation and administration several types of contracts like re-measured, lump Sum, B.O.T, cost Plus, design & build, and EPC Turnkey.
• Develop and maintain benchmarks information based on previous best practices of contracts, secured supplemental agreements, and Compensation Claims.
• Preparation of interim/final payment certificates and contract close-out procedures/documents in accordance with terms and conditions of contract.
• Contractual review and evaluate of all variations, claims, change orders, and disputed issues.
• Management of supply chain and preparation of materials contracts/purchase agreements in accordance with the project baseline schedule, contract provisions, BOQ, and project specifications.
• Maintain/update the contractual/commercial records to ensure that all issues are responded and closed.
• Administration of the pre-contracts and identify of rights/obligations and contractual/commercial risks.
• Review and analyze the Employer responses to the bidder’s queries & answers that should be taken into consideration during studying/pricing the bid.
• Making sure of submission all required bank guarantees in due course for bidding, advanced payment, and performance guarantees along with all necessary insurance policies in accordance with the Contract conditions.

Requirements

You’ll need to have:

• Necessary visa criteria for the Kingdom of Saudi Arabia and have relevant work experience working on high valued projects/ programmes for a project management consultancy business, which are required for immigration and client approval.
• Minimum twenty (15) years’ experience of which ten (10) years in contracts administration.
• Shall be qualified with a Bachelor of Science degree in Quantity Surveying/ Commercial Management from an accredited internationally recognized university and must be chartered by a recognized international body such as the Royal Institution of Chartered Surveyors (RICS).
