We are looking for a Subcontracts Formation Specialist (Rail/Metro) to work for a main contractor on the Riyadh Metro project, Saudi Arabia

Job Role:
- Subcontracts Formation Specialist (Rail/Metro)
- Performs all tasks involved in the formation and award of subcontracts and is the commercial point of contact in the formation of the Invitation to Tender (ITT) package and subsequent tender, evaluate and award (TEA) cycle.
- In addition to the commercial remit, assumes overall responsibility of the ITT process and communicates with both tenderers and personnel within the company to establish and cascade clear requirements to assure the TEA cycle is conducted to the project schedule and in accordance with the JV procedures and governance.
- Convenes and conducts meetings as needed to accomplish the work.
- Reports to and receives supervision and guidance from the Subcontracts Formation Manager and / or the Group Formation Supervisors / Leads.

- May provide direction to assigned subcontract assistants and supporting administrative staff.
- Contacts
- Maintains working relationships with the relevant project functional discipline personnel (e.g. Engineering, Construction, Project Controls, HSE, Procurement and Quality) assigned to the specific package to ensure the development, tendering and award of the ITT package is performed to plan and to project requirements. Maintains working relationships with other related groups to obtain the needed information and actions required to complete the assigned tasks
- Maintains working relationships with tenderers during the identification and pre-qualification of potential tenderers and subsequently during the TEA cycle
- Maintains working relationships with Subcontract Operations to: (i) report on plan, forecast and actual dates on specific packages in order to support progress reporting; (ii) verify the proper pro forma templates are used in the formation cycle, and (iii) ensure the processes being employed comply with the CWJV governance requirements.

ESSENTIAL JOB DUTIES:
- Develops and issues subcontracts and services agreements as assigned by performing the following:
- Supports the identification and pre-qualification of potential tenderers
- Prepares tenderers’ lists for approval
- Works with the functional assigned team members to develop the tendering strategy, ITT and associated tender evaluation plans for each specific ITT package assigned Issues ITT packages to approved tenderers
- Coordinates tenderers’ questions and answers to those questions
- Receives tenders and coordinates the tender opening
- Manages the TEA cycle to ensure the scheduled award date is met and is in accordance with project requirements
- Evaluates tenders commercially
- Prepares the Commercial Tender Summary and Recommendation package and verifies the other disciplines have completed its evaluation in accordance with the approved tender evaluation plan prior to incorporating the same into the Recommendation package.
- Recommends and secures approvals (internal and external stakeholders) in accordance with established procedures
- Prepares subcontract documents for execution, Notice of Award and Dear John Letters
- Prepares and maintains control and status reporting documents
- Ensures proper turnover of the pre-award document to Subcontracts Administration and documentation is scanned and placed in project files.
- Prepares and organizes assigned Subcontracts sponsored meetings, such as service requisition kick-off meetings, pre-tender meetings and site visits, tender clarification, negotiations and pre-award meetings, for the purpose of ensuring complete understanding and agreement between the JV companies , any site visits as required by the Owner as required to obtain approvals or to support the tender selection process.
- Acts as the CWJV representative on all contractual and commercial matters related to the ITT package.
- Subsequent to reviewing the meeting plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes capturing the key statements, agreements, required actions, action owners and date of completion for each action noted. Expedites the completion of all actions, regardless of the discipline owner of such action.

JOB KNOWLEDGE AND SKILLS
- Direct experience in the formation of different types of subcontracts agreements (NEC, FIDIC, etc.) and compensation terms including firm-fixed lump sum, unit rate re-measurable, cost reimbursable, target cost, etc.; and, fluency with price adjustment provisions
- Proficiency in all phases of the formation, tendering, negotiation and award of large and complex subcontract agreements.
- Strong analytical and negotiation skills; must be able to develop and implement value-added solutions.
- Self-starter and strong work ethic; ability to work to tight schedules, independently and to drive others to complete their work to plan to support the completion the required deliverables.
- Advanced written, comprehension, and communication skills in English; must be able to develop bespoke contract terms and have technical editing capabilities to align the various commercial and technical portions of the subcontract documents.
- Ability to work collaboratively with other project functional groups in the development of required ITT inputs with the capability to incorporate the inputs received from such groups in a coordinated and value added manner into the ITT packages.
- Knowledge of law, accounting, scheduling, engineering, construction or cost engineering gained through education or experience.
- Knowledge and understanding of the project functional groups roles and responsibilities and work practices within a design-build construction project.
- Strong attention to detail and ability to develop and deliver quality ITT packages.
- Excellent computer skills and advance user ability with the full suite of Microsoft programs.

Requirements

- BSc in Engineering, Quantity Surveying, Law or Business from an accredited university.
- Minimum five (5) years relevant experience in major Rail / Metro projects
- International experience in the Middle East preferred.
