Job description / Role

Employment: Full Time

- Supervise Subordinates within the Division including assigning work activities, monitoring workflow and reviewing results.
- Participate in the development of Planning and Performance Control strategies and plans in coordination with all concerned Organizations; and ensure providing the necessary support and advice for effective implementation.
- Ensure that the Planning and Performance Control Strategy is continuously developed and updated in line with SATORP’s objectives and the industry best practices.
- Develop the Planning and Performance Control Division’s policies, procedures, guidelines and instructions, and ensure the availability of all resources required to perform the Division’s tasks and functions.
- Develop an estimated budget for the Planning and Performance Control Division and monitor its expenditures and financial performance in coordination with concerned organizations at SATORP.
- Manage and develop yearly objectives and Key Performance Indicators for subordinates monitor and evaluate subordinates’ and contractors’ performance and ensure taking the appropriate course of actions in case of deviations.
- Ensure that appropriate tools and information systems are in place to improve economic and operational performance in logistic operations.
- Develop long-term improvement plans, off-site and oil movement activities. Promote and develop the Linear program used within the Refinery.
- Oversee the implementation of new applications (Advanced control and Pitagor project) within SATORP.
- Optimise the valorisation of the Refinery together with other departments and the Pilotage team.
- Provide adequate follow-up of the costs versus budget, Refinery’s economical performance, and budget preparation through performance control.
- Coordinate with other organizations to define required activities, especially around processes (pre-feasibility studies and economic justification).
- Work with DCS and ECS maintenance and renewal plan; ensure reliability of Refinery’s activities.
- Chair the Refinery Technical Committee and Project Steering Committee.
- Evaluate new product specifications and define action plan.
- Participate in negotiations of transport contracts if required. Coordinate with shipping trading partners. If required, participate in studies and projects concerning the evolution of logistics systems.
- Ensure mid and long term economical optimization and control day to day operations.
- Increase added value of the Refinery through flexibility, PIP, RO, and Point Mort.
- Manage the utilization of outside technical resources, such as CERT, Research Feluy and PTG.
- Participate in safety and environmental improvement programs. Be part of the Refinery Safety/Environmental/Quality Steering Committee (CPB).
- Oversee the training and development requirements of subordinates.
- Forecast and control the budget and expenditures of the Division.
- Act as a coach to subordinates, identify their training and career development, recommend training courses and follow-up on their personnel records such as time sheets, discipline, vacations, leaves and absenteeism.
- Perform other related duties as assigned by the Manager Technical and Optimization.

Requirements

- Bachelor’s Degree in Engineering, Logistics or equivalent.
- Twelve (12) years of experience in petroleum Refining, including production planning, scheduling, and performance control oil accounting experience.
- Strong knowledge of shipping processes costs.
- Strong knowledge of the Refining processes and contracts.
- Global understanding of Refining economics and ability to make good operational and economic decisions.
- Strong knowledge and understanding of blending, scheduling and shipping operations.
- Ability to continuously drive for process improvement.
- Strong interpersonal communication skills.
- Ability to work in a dynamic environment.
- Strong leadership skills.
- Ability to work under pressure and meet tight deadlines.
- Willing to work irregular hours.
- Strong negotiation skills.
- Strong command of oral and written English.
