Employment: Full Time

Job Purpose:
• To develop and prepare the contract for Turnaround Department at SATORP and develop evaluation criteria and preliminary cost estimate for contract expected result

Scope:
• Coordinate with other turnaround divisions to prepare a request for proposals (RFPs) for requested turnaround contract services and coordinate tendering and contracting activities, including attending the meeting, answering quires, evaluating submittals, awarding bids and ensuring compliance with contract terms and condition.

Duties and Responsibilities:
• Work closely with turnaround Division/ Functions to prepare
• Request for proposal (RFPs) for turnaround services to be out sourced.
• Participate in developing evaluation criteria and preliminary cost estimates for a contract expected results.
• Coordinate and manage all activities related to prepare instruction to the bidder, meet the contractor and evaluate the offer.
• Assist in formulating and improving contracting and tendering policies and procedures for turnaround activities.
• Review pre-award documents to ensure compliance with SATORP Polices and procedures.
• Assist in preparing, developing and measuring Key performance.
• Maintain Computer record for contractor information and update all involved parties with the current status of contract and expectation of completion.
• Assess the contractor's performances during the execution of work to ensure all the contractual requirements are being met.
• Verify and review contractors' proposed Variation orders and submit a Variation order status report.
• Route contracts for signature, track work progress and submit regular reports.
• Provide technical advice and guidance on contracting processes and related issue to the turnaround team.

Requirements

Main Competencies and Qualities:
• Strong knowledge of Quality Control and Quality Assurances procedures.
• Strong knowledge of turnaround and maintenance activates
• Strong contract negotiation and preparation skills.
• Strong problem-solving skills.
• Strong interpersonal communication skills.
• Ability to work in a dynamic environment.
• Good command of oral and written English.
• Ability to work under pressure and meet tight deadlines
• Conversant with SPA and Microsoft Office applications.

Education Background:
• Bachelor’s Degree in Mechanical, OR Electrical Engineering, or equivalent.

Experience:
• Six (6) years of experience in Industrial Contract Management and Handling, of which at least two (2) years in a similar position.
