Employment: Full Time

Job Purpose: Provide technical support to the Turnaround team and assist in the preparation of Turnarounds/Major Shutdowns plans, schedules, materials and manpower estimates. Track work progress and submit regular reports with recommendations on turnaround service contractors’ performances and compliances to Turnaround Superintendent.

Scope: Interface with Operations and Maintenance Divisions and Contractors to determine Turnaround/Major Shutdown critical path, activities sequence and resource levels. Conduct plant Turnarounds/Major Shutdowns and continuously review and update Turnaround/Major Shutdown plans in order to keep shutdown time at minimum.

Duties and Responsibilities:
- Coordinate and ensure that all Turnarounds/Major Shutdowns activities and work orders are implemented in an effective manner and in compliance with SATORP’s quality, health, environment and safety practices and procedures.
- Track actual execution of Turnarounds/Major Shutdowns against plan, recommend changes, if needed, and communicate the same with the concerned personnel.
- Ensure that all work problems, issues and disputes that might arise during the execution of Turnarounds/Major Shutdowns are effectively solved in coordination with all concerned parties.
- Participate in developing Turnarounds/Major Shutdowns critical path, activity logic, estimated budget and expected outcomes.
- Assist in managing and coordinating Turnaround tendering and contracting activities, such as attending pre-tender meetings, answering questions, evaluating and awarding tenders.
- Prepare Turnaround annual budgets, cost projections and budget proposals and report the same to Turnaround Superintendent for review and approval.
- Ensure that Turnarounds/Major Shutdowns processes and procedures are properly followed and continuously improved and coordinate with all concerned Divisions to ensure that all required resources are available and ready to execute the work.
- Track contractors' Key Performance Indicators and prepare periodical reports with recommendations on Contractors’ compliances.
- Coordinate with the Supervisor General Services to review contractors’ invoices against completed jobs and services.
- Perform other related duties as assigned by the Superintendent Turnaround.

Expected Results:
Effective implementation of Turnarounds/Major Shutdowns at SATORP’s plants and facilities and successful, well informed decisions regarding Turnaround plan changes and risks.

Requirements

- Bachelor’s Degree in a Mechanical or Electrical Engineering or equivalent.
- Eight (8) years of experience in Refinery Turnaround operations, of which at least Four (4) years in a similar position.
