Employment: Full Time

Manage, review and quality assure all the activities of the Vendors Relations Services Section in accordance with the established policies and procedures.

Supervise and lead the activities of building strategic relationships with vendors, maintaining a log of all received bids, administering in-house Contract Information System and custom-clearing all purchased or shipped materials, consumables and equipment from outside the Kingdom of Saudi Arabia.

1. Lead the Vendors Relations Services Section and ensure that all activities and tasks are fully coordinated, appropriately authorized and performed in a planned and effective manner.

2. Identify the recruitment needs of the Vendors Relations Services Section and ensure that qualified manpower is available to meet SATORP’s requirements and perform day-to-day work.

3. Oversee and support the Vendors Relations Services Section personnel, identify their training needs, recommend training courses and provide feedback to the Superintendent Material and Services Procurement regarding subordinates’ personnel performances and records.

4. Assist in the development and implementation of the Material and Services Procurement Division’s strategies and plans.

5. Ensure effective development and implementation of SATORP material and services sourcing strategies and plans in conjunction with all concerned personnel.

6. Liaise with SATORP organizations and personnel to identify and analyze their materials and services procurement requirements, technical specifications and cost estimates.

7. Develop and foster successful business relationships with SATORP Vendors and ensure that all related contact information, historical performance and services evaluation are systematically maintained, updated and organized in an easy retrievable manner.

8. Ensure that all vendors’ capabilities are accurately evaluated prior to contract award and submit regular reports with recommendations to the Superintendent Material and Services Procurement. Participate in selecting vendors in coordination with all concerned SATORP organizations.

9. Perform continuing contact with local and international vendors to keep abreast of new services and products.

10. Establish instructions and procedures to ensure prompt and effective customs duties coordination and administration for all purchased materials and equipment.

11. Ensure that effective communication channels and methods are exploited for publishing bid solicitation documents, such as Request for Proposals, Invitation for Bid and Request for Quotation.

12. Ensure fair treatment to all received bids and follow-up on the implementation of SATORP policies and rules regarding bids confidentiality and information disclosure.

13. Provide input on the annual budget requirements of the Material and Services Procurement Division.

14. Submit regular reports to the Superintendent Material and Services Procurement.

15. Ensure that policies and procedures for various functions within the section are documented and adhered to.

16. Perform other related duties as assigned by the Superintendent Material and Services Procurement.

Requirements

Bachelor’s Degree in Business Administration, Engineering, or equivalent.
Eight (8) years of experience in Contract Management, of which at least Four (4) years in a similar position.

• Strong knowledge of local and international Procurement laws and procedures.
• Strong knowledge of Contract Management Information System.
• Good knowledge of logistics and supply chain management.
• Strong knowledge of contracting regulations and procedures.
• Conversant with Microsoft Office applications.
• Strong relationship management skills.
• Ability to plan, organize, and prioritize work effectively.
• Strong analytical ability.
• Strong negotiation skills.
• Strong interpersonal communication skills.
• Capable of handling multiple tasks.
• Ability to work in a dynamic environment.
• Strong command of oral and written Arabic and English.
