HR Manager - Arabic Speaking - Turkey

Purpose: To provide support to an International media organization based in Istanbul. This role would require the successful candidate to understand business issues and drive key human resource daily operations and administration activities. To support management at that location with restructuring and modernization initiatives supported by the international HR Management.

KEY RESPONSIBILITIES

HR Management:
- Assists on the planning, development and implementation of the HR strategy for Istanbul according to the company guidelines.
- Provides HR support services to the business and Colleagues and serve as a point of contact for all HR matters and tasks. Understand the needs of our diverse Colleagues for engagement and growth.
- Ensure that procedures and processes are considered value added, measurable, and directly tied to business objectives.
- Initiation of reporting system for effective work with the HR.

Talent Acquisition:
- Manage the entire lifecycle of the talent acquisition process in Istanbul office
- Workforce planning and annual budgeting. Build local, national, and international talent sources as needed and maintain ongoing rapport.
- Receive job orders from Department Heads, clients, client systems, and Managed Service Providers’ Talent Management Systems, and probe for necessary detail to effectively recruit.
- Manage the sourcing, attraction, recruitment, screening, and onboarding process to fill current and future client requirements.
- List postings on job boards, social media, corporate career websites, and other channels.
- Ensue pre-employment checks and joining formalities are actioned prior to a new hire joins.

Learning & Development:
- Contribute to the implementation and coordination of all training related activities in line with company policy including but limited to, training needs analysis, identifying training needs, induction and orientation for new hires, manage all training records such as attendance and agreements.
- Assist to conduct internal training courses for employee development as well as coordinate with external training providers for specialized training programs.
- Measures training effectiveness of programs by trainee evaluation and post training audit and provides training feedback to the respective trainee and their reporting manager.

Compensation & Benefits:
- Ensure that all compensation & benefits activities are interlinked with GAG policies & procedures.
- Support with development of organisational grading system for the particular region and benchmark compensations & benefits against local market.
- Assists in the review, analysis regarding changes and proposals of new classifications and designations for all units.

Employee Relations:
- Ensuring that the personnel files are updated including all documents related to discipline, grievances, settlement and release agreements.
- Maintains effective working relationships with other departments, internal and external agencies.
- Assists management in labour contract negotiations
- Investigates and responds to disciplinary matters, assigned complaints; investigates internal and external complaints/grievances/inquiries.

HR Technology:
- Support Management and lead administrative team development and implementation of an Human Capital Management System
- Identify recommended technical system adjustments to support HR processes
- Work with Marketing to create employment branding materials – determine targeted messaging to prospective candidates and targeted channels (i.e. campus recruit, social media, professional journals, etc.

External Vendors:
- Coordinates with external recruitment vendors to provide quality talent
- Prepares and adheres to budgets in conjunction with Accounts and department’s training budgets, tracks expenses and highlights concerns and issues on a regular basis by presenting periodic report to HR Management

Internships:
- Works on Student Internship program including induction training, office location, providing personal computer, attendance records, evaluation and certification

Self-Management:
- Strives to achieve the highest levels of proficiency on all competencies and skills required to perform the role.
- Sets performance goals in the beginning of the year after discussion with the line manager and ensures that the goals are achieved during the course of the year
- Identifies the training and development requirements for self and team members and agrees on them with the line manager to ensure that the required training is arranged and attended.

Requirements

- Bachelor Degree in relevant field of Human Resources with 8 to 10 years of experience
- Certificate in HRM such as CIPD/ SHRM/ CCP will be an added advantage
- 4 – 6 years experince
- Experience in Turkey preferred, with previous experience of delivering strategy, developing policies and procedures, providing HR support, coordinating with external suppliers.
- Strong English and Arabic (written and spoken) (and Turkish is an advantage) language skills
