Bid Manager / Director - Dubai - Major Projects - Exceptional salary & package on offer

Client is a Tier 1 Main Contractor, that are extremely well respected across the Middle East, having worked there for over 50 years now. Year on year that have shown growth, in terms of Turnover, staff, size of projects as well as Sectors of industry and locations across the Middle East. They will typically be Tendering for the largest projects currently happening within Civil Engineering (Highway / Maintenance / Infrastructure / Roads / Rail / Utilities).

Reporting to: Technical Director

Main Purpose:
- The companies Technical Department is responsible for the Pre-Qualification, Estimating, Planning and Engineering functions within the business.
- The ability to win work is fundamental to the company’s future success.
- The knowledge and experience of the employees carrying out this vital function is what will differentiate the company from its competitors.
- To provide a professional and efficient Bid Management service for all the elements of projects tendered for the company, ensuring that the contracts can be secured to meet the overall business and financial objectives of the Company.

The following reflect the main tasks associated with your position and are not intended to be exclusive or exhaustive.
- Implement the strategy and development of the Company, ensuring appropriate representation on relevant tender lists within the geographical regions of operation.
- Provide a professional approach to all stages of the bid management process, including, design, estimating, planning, costing, engineering, scheduling, commercial / legal, tender submission & bid negotiation.
- Ensure that the bid is evaluated from ‘first principles’ and presented clearly to Management in terms of method, engineering and ‘build-ability’ by producing an analytical tender accurately reflecting the cost of labour, plant and materials, for both direct and in-direct costs.
- Work and liaise closely with other members of the team, including Contracts Managers in the estimation of contracts, ensuring that the Company’s pricing policies are utilised to optimise profitability.
- Preparation of the Tender Submission is to be completed to the requirements of the client, liaise with Submissions Manager where required for the preparation and submittal of the tenders within the specified deadlines.
- Attend/Chair tender meetings to represent the Company and liaise with clients throughout the process.
- Identification of risks and opportunities (technical, commercial and operational) presented in tabular or matrix format, reviewed and updated throughout the bid process to maximise competitiveness
- Review all tender submissions including unsuccessful bids, ensuring that any problems are identified and solutions proposed and implemented.
- Design Management coordination in conjunction with the LCGL Design Manager and Designers Design Managers
- Where applicable, work with and alongside Joint Venture partners ensuring a professional estimating service is provided which meets the Company’s requirements.
- Any other responsibilities as required by the job function, ensuring the efficient and profitable operation of the business.

Key Relationships:
- Develop and maintain good working relationship with the Technical Director, Regional Directors, Contract Managers, Commercial / Legal Dept. and Submissions Manager, particularly ensuring that progress relating to the estimating function is regularly relayed.
- Build effective working relationships with the other Business Divisions Senior Management Team, both at head office and throughout the various geographical regions within which the company operates.
- As in all successful businesses, the instigation of good customer, client and supplier relationships are an essential part of the tendering process.

Main Challenges:
- Handling varied and diverse tender information. Ensuring all aspects of the tendering responses are thoroughly completed and submitted in line with the tendering programme and within the required deadlines, to meet the objectives of the company.
- Building and maintaining effective working relationships with a range of internal and external contacts, ensuring that these are used in a professional manner to promote the reputation of the Company.
- Ensuring throughout the process of tender compilation, tender submission, negotiation and award, that the client reports the highest level of satisfaction, thus promoting the company and winning additional work.

Requirements

- Minimum of 4 years estimating or quantity surveying experience gained within a professional civil engineering environment.
- Exposure to the bid and tender process for large ($500m - $2b) civil engineering contracts, preferably civil engineering works or related areas.
- Have an excellent track record of achievement within a related role, from a background in Engineering, Site Management or Quantity Surveying.
- Strong interpersonal skills.
- Strong IT skills covering Estimating Software, Microsoft Word, Excel, Project etc
- Meet deadlines, delegate effectively within the team and work to strict timescales
- Fully flexible regarding travel, prepared to travel to site locations.

Desirable Key Skills:
- Third level qualification in a construction or business-related discipline.
- Experience of working within civil engineering.
- Good working knowledge of HSEQ issues relevant to the construction industry.
