The International Engineering & Technology (IE&T) group of Lockheed Martin has established a Centre for Innovation and Security Solutions (CISS) in Masdar City near Abu-Dhabi, UAE. The CISS is a Lockheed Martin sponsored collaboration and operations analysis centre that provides space, equipment, and communication links.

The objective of CISS is to enable on going collaborative engagements with customers and local partners to explore opportunities of mutual interests and to address technical and operational questions. This role is based in Abu Dhabi, UAE.

Lockheed Martin is seeking an exceptionally qualified candidate to represent Lockheed Martin’s technology function in UAE and lead the Centre’s activities with Business Area leads and other Lockheed Martin management as well as functional and administrative staff at Lockheed Martin offices in Abu Dhabi and Reston, VA.

This individual is expected to use his/her own initiative to coordinate with Business Area POC’s for specific engagements with internal and external customers to include technical developments, scheduling, configuring the facility, allocating resources, and managing customer interfaces and protocols.

The Centre director will be expected to play an active role in assisting customers, partners, and Lockheed Martin in understanding the customer’s goals and exploring the feasibility of various technical approaches utilizing operation analysis, modelling, simulation and other engineering techniques.

The candidate will also serve as the in-country POC for working Corporate Engineering, Technology, and Operation (CETO) initiatives with academia, local industry and UAE government. S/He will ensure the Centre’s operations are performed according to LM Corporation policies and procedures.

In this role, the incumbent will represent the facility to LM corporate executives, senior UAE entities, and other stakeholders. The manager is expected to build and maintain an extended network of strong relationships with relevant local partners and influencers.

The candidate will conduct briefings and technical meetings for internal and external representatives of the UAE entities. S/He will develop, administer, and maintain budgets, schedules, standard operation procedures, and success KPI’s for the CISS.

The Candidate will manage the operations and assets of the Centre and ensures that all required permits, licenses, certifications, and other relevant local laws and legal aspects are satisfactory met and current. The CISS manager will not have direct reports initially, but will manage the activities of an Analyst/IT support person and subcontractors.

Performance will be reviewed in terms of meeting established objectives, schedules and financial goals. S/He will be expected to participate and influence the development of overall objectives and long-range goals of IE&T and LMI UAE.

Knowledge of spoken and written Arabic is preferred. Candidate with international experience and working knowledge of UAE is preferred. The candidate must have a transferable work permit/visa or able to obtain one in UAE.

Standard Job Description:

Directs, coordinates, and exercises functional authority for planning, organizing, control, integration and completion of engineering projects within area of assigned responsibility.

Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions.

Plans and formulates engineering program and organizes project staff according to requirements. Assigns project personnel to specific phases or aspects of project. Coordinates activities concerned with technical developments, scheduling, and resolving engineering design and test problems.

Requirements

Ideally require Bachelors degree from an accredited college and capability typically achieved through extensive professional experience. Will also consider individuals with equivalent experience / combined education.

Considered the most senior authority in the discipline.

Required Skills:
Demonstrated leadership, management and operational sufficient to effectively manage the operation of the Centre. An understanding of operations analysis methodologies and ability to personally construct, and lead others in constructing, operational simulations is essential to the job.

Focus on Operational, Security, and Intelligence communities; Mission/campaign level analysis; Concept of Operations (CONOPS) development; Operational capability gap/solution analysis; Discovery of future capability needs and potential solutions; Immersive and constructive Modelling & Simulation; Data Visualization; Experimentation and Statistical Analysis; Science & Technology Innovation R&D; Advanced technology system-of-systems architecture and platform integration; Influence/shape customer/partner thinking/understanding and requirement setting ability; Direct, plan, administer, and execute Technical Exchange Meetings / Workshops; Facilitate and guide teams with divergent interests to commonly acceptable solutions; Cross-organizational pull-through; Efficient integration of LM Business Areas, programs, products and services.
