Employment: Full Time

The Construction Manager is responsible for the pre-construction and construction planning, monitoring, construction assurance and delivery to cost, programme, safety, quality and regulatory/authorities’ requirements of all works’ contractors’ site works and supervisory consultants’ services associated with flydubai’s built assets. These include but are not limited to FZ’s New Headquarters Project, Business Class Lounges, Crew Operations Centers and Crew Accommodation Buildings.

The Construction Manager will build strong relationships with Government, Statutory and Airport Authorities to facilitate the successful execution of construction works. The Construction Manager will also possess the knowledge, experience and confidence to engage and professionally interact with internal stakeholders, multi-disciplinary consultants and relevant third parties while successfully directing site contractors and other construction related personnel in planning, coordinating and safely executing construction works in accordance with their obligations.

Key Activities

Pre-Construction
• Provide works construction planning expertise; review and challenge proposed construction methodologies developed by consultants and tendering contractors; propose innovative solutions to solve complex construction challenges.
• Ensure proposed packages of works’ construction comply with the master programmes’ objectives.
• Ensure that works construction schedules and methods integrate with interfacing and follow-on projects and contracts.
• Provide expertise to constructability reviews during the design stage. Review project proposals and specifications and advise on the building design, scheduling, possible cost savings and value engineering measures of potential construction problems.
• Appraise technical tenders and proposals submitted by contractors and assess consultants’ evaluations of the same. Partake in tender clarification forums with tendering contractors.
• Liaise with all concerned consultants and governmental/regulatory authorities, utilities and relevant third parties, to secure on behalf of the business all necessary permits, approvals and NOCs to proceed with construction works at site.
• Contribute to the risk management process and take responsibility for construction-related risks and their mitigation.
• Partake in reporting at all levels, internally and externally, including through the timely and effective preparation of reports, briefings, dashboards and minutes.

During Construction
• Ensure the project works are constructed, completed and commissioned in accordance with their works contracts and to the requirements of all concerned governmental, regulatory and other authorities.
• Monitor works contractors’ construction activities and provide regular status, progress, performance and other forms of reports to the business using recognised project management methodologies.
• Monitor supervisory consultants’ services to ensure they are satisfactorily delivered in accordance with their contracts.
• Maintain communications and liaison with all concerned governmental/regulatory authorities, utilities and relevant third parties throughout works construction. Expedite on-going approvals required from the same during/at end of construction.
• Through on-site supervision, ensure that the works construction complies with the Tender/Contract Documents including Drawings and Specifications, standards, codes of practice and associated requirements. Provide comprehensive day-to-day field supervision at the site. Ensure all construction is being carried out to quality standards in compliance with the Tender/Contract Documents, budget and schedule.
• Manage the materials submittal review and approval process. Document all approved materials in line with flydubai internal/external stakeholder requirements.
• Liaise with internal stakeholders to review and expedite approval of contractor-proposals for and without limitation kitchenware, wetware, FFE, lighting, hardscaping and the like.
• Manage the shop and as-built drawings, method statements and construction plans submittal review and approval process. Document all approved submittals for ease of retrieval. Ensure that all shop and as-built drawings prepared by all trades and subcontractors on site are properly coordinated and reflect site conditions accurately at all times.
• Collaborate with the wider Project Team to manage design variations during construction and secure subsequent technical approval for the works.
• Assist in drafting variation instructions, site directives and site correspondences. Act as a focal for receiving and issuing all site-based correspondence between flydubai, contractors, consultants, authorities and third parties.
• Convene, chair and attend site, project-related and internal meetings as and when necessary to escalate/resolve relevant issues. Draft, review and circulate clear and legible minutes of meetings.
• Obtain construction programmes (including updates thereof) from contractors and monitor construction progress, facilitating recovery of delays and slippages.
• Manage construction costs in collaboration with the Senior Project Manager and assist in valuating and certifying payments to contractors, service providers and concerned authorities. Obtain detailed cash flow plans and forecasts from contractors at least monthly and prepare and cascade summaries to the business.
• Assist in assessing claims for delays, extensions of time and other compensation events in collaboration with the Senior Project Manager; and in the preparation of due notices.
• Coordinate works construction activities to integrate with interfacing and follow-on projects.
• Ensure all tests on completion, including adjusting and balancing works, are completed timely and in accordance with the works contracts.
• Manage defects inspection and take-over of works, including by drafting certificates associated therewith and disseminating handover documentation such as O&M Manuals to relevant internal stakeholders while obtaining their sign-off.
• Ensure works construction activities comply with relevant safety legislation, industry best practice and appropriate local/international standards.
• Contribute to the risk management process and take responsibility for construction-related risks and their mitigation.
• Undertake other duties delegated from time-to-time in consistency with the role and the objectives of the business.

Requirements

• Bachelors or Master’s degree in Civil Engineering or equivalent with PMP certification

Experience
• Minimum 10 Years’ experience in site-based construction management roles, supervising the construction of commercial buildings and development projects in the UAE.
• Construction management experience gained in reputable construction companies, PMCs and/or engineering consulting organizations, engaged on high-value building development projects of at least AED 500 Million individually.

Knowledge / Skills
• Must have understanding of construction terms, scheduling and planning and quantity surveying concepts as well as good computing and administrative skills.

Certificate / License required
• Accreditation from the Society of Engineers or Chartered Engineer (CEng) or equivalent from a recognized professional body.

Additional Requirements
