Policies, Processes & Procedures
- Implements approved departmental policies, processes, procedures and provides instructions to subordinates and monitor their adherence so that work is carried out in a controlled manne0r

Day- to-day operations
- Manages the contracts administration process to ensure all aspects of contract activities for GAC and other projects are done in a cost effective manner and within the approved levels of authority.

Contracts Administration
- Establishes the framework agreements and rate contracts for the identified key spending categories for the GAC projects which includes community infrastructure construction, project studies, project package procurement, etc., in order to optimally utilise the corporation’s financial resources and leverage existing economies of scale;
- Ensures required approvals are obtained from all parties prior to GAC awarding a contract to ensure proper governance of Contracts policies and procedures;
- Ensures assistance is provided to the Procurement department during the tender evaluation process by providing appropriate advice and guidance to perform and comply with contractual requirements and support in order to facilitate the final selection of suppliers;
- Utilizes in-depth price/cost analysis techniques at proposal evaluation and negotiation stages, to achieve optimal price levels, and thus reduce costs;
- Performs post-award activities, including, drafting contract documents for signature, interpreting contract provisions for contractors and project team/s, contract modifications, issuance of stop work orders, approval of progress and final payments and contract terminations;

Budget
- Supports the development of budgets for planned contracts and other requirements in accordance with approved feasibility studies;
- Analyzes and evaluates contractor price/cost proposals for new procurement or variation orders.

Negotiations
- Participates in the negotiations with the Tender Board Committee and/or with the end user on the price and payment terms in order to obtain the materials at the best price and at favourable contract terms;
- Contributes to negotiations of contract disputes with suppliers/vendors in order to agree on a mutually satisfactory resolution and out-of-court settlement for involved parties.

Governance and Compliance
- Liaises with the Legal Department and Internal Control areas to ensure selection and preparation of the appropriate contract documents and establishes the commercial terms and conditions of contracts in consultation with the Project Director.

Requirements

Bachelor’s degree in Business Administration, Engineering / Management preferably with specialisation in Supply Chain / Material Management, or any related specialisation such as Diploma / Certification in Procurement and Contracts.

4 - 6 years experience in contracts functions or projects management role for industrial and / or oil and gas or mining capital projects; 3 years (minimum) experience in contract formation and administration preferably within the mining industry.
