Contracts Manager

Job description / Role

Our client, a well respected government organization, showing impressive growth year on year is looking for a Contracts Manager to join their team in Dubai.

This function is to support the Head of Contracts in his duties. It is an important role within the company to ensure contract compliance, risk mitigation and contract support internally to all BUs and in representing the company externally

Key area of responsibility
- Contract template development & maintenance, in particular for construction, development, and other procurement contracts generated by BUs.
- Liaise with BUs and Legal Department to obtain key contractual requirements;
- Understand correct approach to risk allocation and provide recommendations for structuring contracts accordingly.
- Supporting Head of Contracts on strategic initiatives such the implementation of the new Procurement Policies and Procedures, Contracts Approval Process, Contracts Register, Bond Register
- Support the company and C+P initiatives such as maintaining and updating the newly created Securities and Bonds Register.
- Support the Head of Contracts in communications with contractors concerning requests for release of Securities as part of the Contracts Close-Out process;
- Provide recommendations for release or retention.
- Support Head of Contracts and BU on end to end tenders on major projects. Provide input and support other C & P team members during preparation of tenders; assist in identifying potential suppliers.
- Compile and maintain an accurate register of tender clarifications and provide recommendations to Head of Contracts during tendering;
- Assist Head of Contracts in incorporating such clarifications and queries into contracts.

Requirements

- Deliver major contracts that comply with laws and market practice and implement best practice risk allocation.
- Assist in drafting major contracts and submit to Head of Contracts for endorsement.
- Pre-tender, advise on the formulation of the contract to publish. While the tenders are running, advise on any contractual questions. Escalate any issues to Head of Contracts
- Provide contractual input on the closure of Contracts.
- Delivering training to BUs and C+P department personnel on areas of expertise by assisting the Head of Contracts and Director C & P in the formulation and delivery of formal training sessions for BUs.
