Cost Engineer

Job description / Role

Our client is a multinational business headquartered in Dubai, UAE. It is a part of a conglomerate that administers business in the Middle East and Africa. The primary focus of the group is the mineral mining, oil exploration and hydrocarbons and acquisition of natural resource assets.

Primary Purpose of the Job: To provide project Cost Engineering services for the oil field Development, with focus on the successful execution of the projects on time, within budget and in accordance with project requirements, specifications and standards.

Key accountabilities:
- Provide necessary cost engineering support and expert advice to the Vice President and other Senior Management incumbents by implementing robust system and project specific procedures in order to meet project objectives.
- Prepare various types of cost estimates cost estimates, corporate estimate, bid comparison estimates for tenders/changes, claim estimates, etc.), develop schedule of prices and payment terms & unit rates for tenders of the project in line with client system and in coordination with senior project staff.
- Review bid estimates, commercial bids & reports, prepare project Budget & AFE, performs Value of Work Done (VOWD) assessment & phasing, create Service Entry Sheets (SES), and process & monitor invoices of the project as per client system and in coordination with project senior staff and related stakeholders.
- Develop Cost Breakdown Structure for the preparation of Corporate Cost Estimates & Schedule of Prices and participate in the development of Schedule of Prices for Tender based on type, size and complexity of the project scope in coordination with Head Project Control, project senior staff and related stakeholders.
- Prepare cost estimates in consultation with Project Team members in order to obtain Material take-off and Technical Specifications.
- Participate in the preparation and utilization of client Cost Databank/Database based on in- house experience, vendor quotations, actual cost of Projects and regional/international norms and participates in the preparation of Terms of Payment for Tender Documents of the project in coordination with President and other Senior Management incumbents

Requirements

- B.Sc. in an Engineering discipline from a recognized University. A higher degree would be advantageous.
- Membership of a recognized professional engineering association/institution would be advantageous such as CCP or PMI.
- Minimum of 5 years experience in cost engineering, of which 5 years in cost monitoring, cost control, cost estimation, bid evaluation, Budget & AFE, invoice processing.
- Experience in Upstream Oil/Gas project
