Cost Engineer – Mea

Purpose
• The Cost Engineer supports the proposal team and is accountable for the complete estimating lifecycle: Request for Quotation (RFQ) to Quote.

Responsibility
• This role coordinates, directs and leads estimating efforts to ensure optimum costing and coordination of projects and programs to ensure team meets customer expectations and manufacturing requirements.

Reports
• Commercial engineering team (Proposals Team)

Responsibility
• The Costing Engineer is responsible for determining the current/expected material costs of Client supplied equipment to establish the budget during the execution of the project:
• Work in conjunction with Category Managers, Engineering, and Sales to develop the best cost strategy for Projects
• Lead the execution of the cost strategy utilizing quotations, vendor contracts, material costing database (MCDB), cost standards, and historical data
• Elaboration of RFQ´s and technical/commercial evaluation
• Host/Initiate regular sourcing progress review, check pending items, assign action plan to relevant people
• Determine freight cost to the jobsite from the expected fabrication or ex-works location
• Develop and maintain cost standards to assist in future costing
• Develop and maintain files and records of current costs of equipment, products, and components
• Develop Supply Chain Resource plan
• Evaluate risk and contingencies to be included in proposal material costing
• Review existing contracts to compare estimated versus actual costs
• At project award, communicate to the execution team the costing strategy to be followed
• At project completion, complete lessons learned on business plan/GPC/ITO Sourcing Dashboard results

Requirements

Education and Experience Requirements:
• Bachelor’s Degree in Engineering; Mechanical, Industrial or other related engineering field
• Minimum of five years’ experience in Cost Engineering, Cost Estimating, planning, scheduling, estimating and other areas of project controls in a manufacturing environment.
• Previous experience in Oil & gas Industry
• Minimum of two years’ experience in the Water industry
• Intermediate level of proficiency in MS Excel and other MS Office programs
• Mandatory to have Knowledge on mechanical fabrication (skids fabrication, pressure vessels, tanks)
• Knowledge on the concepts of equipments/material certification (3.1, 3.2 certificates)
• Operating knowledge and experience of AutoCAD, Ms Project (or Primavera), engineering tools
• Knowledge and experience in ISO?9001,
• Knowledge and experience in ERP systems,
• Ability to communicate effectively and professionally with co-workers, outside agencies, business partners, and consultants
