Job description / Role

Employment: Full Time

• Assist in managing all aspects of seagoing personnel administration.
• Assist in supervising the implementation of Crew department procedures as planned and executed by crewing department.
• Ensuring that each vessel is manned with qualified, medically fit, and experienced seafarers
• Support in the selection and recruitment of all seafarers, directly or through manning agents, in accordance with the SMS procedures.
• Assist in controlling briefing, interviewing, screening and hiring for all seagoing personnel.
• Monitoring available ex-crew and schedule deployment, anticipating future Company’s needs for recruitment and informing the Crew Manager on manpower planning and employment problems.
• Liaising with the other Department Heads for the recruitment of Deck and Engine Officers.
• Checking application forms and previous Company's records for each seagoing personnel prior to engagement and deal with the same after engagement.
• Assist in Verifying that the qualifications and experience of new recruits are genuine.
• Ensuring the control/monitoring of documents and certificates of embarking seagoing personnel.
• Maintaining Crew lists of current manning in respect of each vessel.
• Providing immediate medical assistance to the shipboard personnel
• Maintaining personal, medical and training records and certification details of all personnel.
• Keeping all personnel files up-to-date. Maintaining a computerized database which contains key personal data and assignment history of all personnel.
• Assist in ensuring effective day to day crew operation and crewing support based on quality for each individual vessel and seafarer.
• At the same time you focus on facilitating a good working environment and personal interaction between ship and shore.
• Give support to ensure an overall control that all officers and ratings are in possession of the required qualifications, certificates, visas, and documentation as per flag state, STCW and company statutory requirements, regulations and procedures.
• Ensure update and support monitoring of reporting tools related to budgets, KPIs, training, crew related claims to P&I, engagements
• Assist in selection of manning agencies, training centers and crewing department suppliers.
• Provide day to day liaison and support to crew, including payroll queries.
• Manage No Shows and Replacements.
• Manage crew changes including arranging visas, flight booking and accommodation.
• Check invoices of manning agencies.
• Forecast crew rotation based on mariner skill level, training and availability.
• Visiting regularly vessels to monitor crew performance and solve the upcoming issues.
• Willing to relocate and sail with vessels – if required-
• Health, Quality, Safety and Environmental protection Management
• Ensuring that the requirements stipulated in the SMS are properly implemented and maintained by his department.
• Assist in evaluating Manning Agents.
• Identifying training needs of seafarers and initiating further actions. Member of the Emergency Response Team.
• Accomplishes crewing and organization mission by completing related results and assignments as needed.
• Assist in managing all aspects of seagoing personnel administration.

Requirements

• Bachelor’s Degree or equivalent education Certification.
• 2+ years of related experience and exposure and training in similar function in the offshore industry.
• Sound knowledge of offshore oil and gas labor market.
• Sound knowledge of Maritime legislation (STCW, MLC 2006
• Capacity to manage priorities, Strong organization skills,
• Strong communication and relationship building skills,
• Ability to handle pressure on a daily basis.
• Willingness to work outside office hours.
• Strong computer skills and good numerical skills.
• Good level of listening and communication skills and ability to deal with people at all levels.
• Attention to details and highly organized.
• Having a high sense of urgency,
• A nature to comply with procedures, an eye on strategy and a structured mindset
• Very fluent in both written and spoken English,
• Proficient in Microsoft Office and personnel databases.
