Requirements

Data Categorization and Classification Project

Overview
- Project, with possibility for extension, is broken into 3 stages designed to provide the guidelines, standards and processes for developing smart government data catalogues, inventories, metadata, taxonomies, and classifications according to a pre-approved Data Classification Framework with pre-selected government entities. The project will also involve working closely with clients to classify Primary Registry datasets.

Standards Stage – 1.5 months
- This stage is an internal effort in which a data categorisation framework and standards guide for open and shared smart government data catalogues is created and will include data publication process engineering, and data preparation standards development (for inventories, metadata, tagging,etc.). This document and the Data Classification Framework will be delivered to the 8 government entities for guidance in the following data preparation stage.

Preparation Stage – 2.5 months
- During this stage, government entities will locate their data, build an inventory and taxonomy, describe using metadata, and make available and ready for classification all relevant datasets (priority: high impact Primary Registry datasets). Consultants will provide guidance as necessary for the implementation of data preparation, meeting weekly with each of the 8 government entities.

Classification Stage – 2 months
- At this stage, weekly workshops will again be held with each of the government entities, this time to review and approve their categorisation and classification efforts, and preparation for delivery of their data catalogue. Priority will be given to high impact Primary Registry datasets.

Deliverables
- Data Governance and Standards Guide
- Weekly Government Entity workshops
- Full Data Catalogue for entities including primary registries and data sets classified

Data Consultant Technical Requirements:

Consultant will work with government agencies to develop a successful open data infrastructure, allowing them to:
- Provide a robust and usable Enterprise Data Inventory, enterprise entity repository, and data catalog of an agency’s data assets, so that an agency can manage its data as strategic assets
- Create a Public Data Listing as a direct output or subset of the Enterprise Data Inventory to improve the discoverability and usability of data assets
- Clarify roles and responsibilities for promoting efficient and effective data release

Required:
- Experience with enterprise data management technologies and standards
- Firm understanding of data modeling and metadata schema development
- Familiarity with ETL / BI concepts and processes, and third party data inventory tools (e.g. CKAN)
- Passion for evangelizing the vision of data managed as and asset. (Managing data as an asset means improving links between siloed databases and data stores; making information easier to find on-line, making it easier for analysts and policy makers to quickly access and transform data into new formats and knowledge.)
- Ability to design iterative and efficient processes for managing and opening data assets across an enterprise
- Ability to lead working meetings with client teams and drive clients on task
- Ability to manage a 6-month project with weekly milestones across multiple entities

Preferred but not required
- Experience with government open data projects including development of data governance and publication standards, data inventorying, metadata schema development, data classification and categorization.
- Arabic language skills highly preferred
