JOB PURPOSE
• Support the Hospitality Asset Management Department function with regards Capital planning, procurement, Project commercial management, cashflow management, reporting, audit and process.
• To take responsibility for the management of commercial functions, including management of external cost consultants.
• Provide advice and support to external appointed consultants with regards process and procedures, requirements for tendering and approvals for appointment of supply chain.
• Assist in the continuous review and improvement of process and procedures in support of the overall Department function.
• Direct Liaison with Group Legal and 3rd parties in provision of Construction Contract administration and support.
• Negotiate favourable terms for supply chain agreements.

KEY ACCOUNTABILITIES – Functional competencies
• To manage and lead the commercial function (internal team members and external cost teams), ensuring correct operation of the department’s process including evaluation and mitigation of commercial risk on projects.
• Commercial management support across a portfolio of Capital projects from inception through to completion.
• To adhere to policies and procedures with reference to the Capital process.
• Support internal team and external consultants in the drafting and administration of tender documents, contract documentation etc.
• Management of internal approvals for appointment of consultants, contractors and suppliers
• To represent the department in contract negotiations and commercial meetings.
• Drafting and/or review of contractual correspondence, LOA, Contract conditions etc.
• Facilitate and provide all relevant documentation in support of Audit requirements.
• Continually review consultant and contractor performance.
• To identify opportunities to bring cost efficiencies and value for money to existing and new contracts, supply chains and supplier agreements.
• To manage the internal staff and external consultant cost teams to establish cost plans and monitor project expenditure, variation orders and payment certificates.

Requirements

Minimum qualifications
• Bachelor’s degree in Quantity Surveying (or equivalent Engineering degree)
• Professional Certification: RICS qualified (MRICS)

Minimum experience
• Minimum of 15 years’ post qualification experience in commercial management or quantity surveying.
• Minimum of 5 years’ experience in the UAE, preferably from client background.
• Commercial management of multiple projects.
• Experience of pre and post contract services
• Experience in the hospitality sector or with hotel related development projects preferred but not essential.

Skillset (job specific technical & system skills if applicable)
• Cost management, planning and quantity surveying
• Accounting
• Knowledge and understanding of different forms of construction contracts typically FIDIC.
• Budgeting and effective report writing
• Managing meetings effectively
• Commercial and Contract negotiation
• Technical knowledge including modern methods of construction and procurement
• Knowledge of local statutory requirements and building codes
• Understanding of local laws
• Proficient in MS Office

• Asset Management / Key stakeholders / All departments

External Relationships
• Consultants / Contractors / Suppliers

Financial Authority
• As per DOA and policies and procedures.
• To assume responsibility for the financial management of Capital Expenditure across Projects.
• To review, develop and oversee the tendering process for procurement of project consultants and contractors.
• Management of Project cashflows (including process), direct communication with Asset Management, business units and Corporate Finance.
• Management of consultant and contractor account agreements (variations) and final accounts.
• To review and oversee the payment process for Projects.
• To ensure Project capex is strictly controlled, and appropriate approvals obtained in accordance with the Capital process, policies and procedures.
• Provision of cost advice, budgeting and cost planning.
