Procurement Strategy
- Develop, and manage the implementation of a procurement strategy and plan to ensure the delivery of optimal quality and cost-effective products and services that are in line with needs and provide optimal value.

Procurement Planning
- Ensure close collaboration with the business units to understand their needs, challenge their requirements to ensure they meet TDICs needs, and are effectively translated to scope of work.

FF&E and OS&E Procurement
- Oversee the development and implementation of procurement processes and system that govern activities relating to FF&E and OS&E purchasing, sourcing and tendering to ensure effective controls are in place to get optimal value and cost for TDIC.
- Ensure that budgets associated to FF&E and OS&E purchasing requirements are realistic and accurate.
- Provide technical advice during projects design phase to ensure FF&E and OS&E specifications are adequate, recommend alternative options and support in value engineering.

Contracts Management
- Establish contract development and management processes, policies and procedures to ensure the protection of TDICs interests and compliance with legal requirements.
- Monitor contract performance ensuring compliance to agreed terms and conditions, and resolution of complex disputes in a mutually satisfactory manner.
- Oversee and manage the activities performed by the outsourced procurement agents to ensure services and / or products are delivered as per the set service level agreements and in line with budget, timeframes, and set controls.

Vendor Management
- Ensure effective and sustainable strategic relationships are built and maintained with key suppliers/vendors to enable TDIC in obtaining optimal quality and cost-effective supplies and services.
- Oversee the design of vendor performance metrics and framework to keep track of, and evaluate all vendors / suppliers performance and ensure it informs decision-making.

Collaboration
- Act as a focal point of contact within the organisation for all procurement matters to ensure needs as well issues are addressed effectively.

Requirements

Manage the development and implementation of procurement strategy, policies, processes and systems, and strategically lead all procurement activities (including general procurement as well as FF&E and OS&E procurement) in order to provide quality and cost-efficient products and supplies that meet business requirements and deliver the expected value proposition.

- Bachelor's Degree in Business Administration or any related specialisation.
- At least 10 years of experience in a relevant field; 5 years of which in managerial position.

Knowledge and Skill Requirements:
- Ability to lead all procurement activities strategically.
- Diverse procurement experience including facilities management, asset management and various capital projects.
- Abreast of leading practices in procurement processes, and systems
- Strong relationship management.
- Strong understanding of contract management frameworks, processes and practices.
