Job description / Role

Employment: Full Time

Our client require a Finance & Operations Manager for their not-for-profit preschool based in Dubai. They have been recognized as a 5-star exemplary nursery and preschool by the Arabian Child Organization and currently have circa 100 children aged 1-5 years old.

The successful candidate will report directly to the Preschool Head and should enjoy working as part of a small team and will carry responsibility for the full range of Financial and Support services (Finance, Administration, HR and Facilities Management) for the effective operational management of the school and will provide regular status reports to the Head of Finance at the Head Office.

Finance:
- Develop and monitor financial plans, budgets and forecasts in consultation with the Nursery School Head and the Head Office.
- Manage and maintain the accounting system and internal controls.
- Develop, periodically reassess and ensure compliance with corporate financial and accounting policies and procedures as well as compliance with statutory and regulatory requirements.
- Ensure timely and accurate reporting to internal and external stakeholders.
- Identify, assess and monitor corporate and business risks and put necessary interventions in place to mitigate those risks.
- Coordinate statutory/annual audits and other financial reviews and assessments.
- Manage relationships with auditors, financial institutions, government tax department, and other government corporate and regulatory authorities.
- Provide monthly reports on the status of inquiries/admissions/enrolment. Regularly track and analyze student enrolment against AKELC targets.

Administrative and Legal:
- Oversee all administrative functions, manage administrative staff and support the Nursery Head in the effective management of the Centre.
- Coordinate with the PRO, lawyers and Nursery Head on all matters related to the renewal of all licenses, fees increase authorization as per local regulations.
- Ensure regulatory compliance and maintain up to date files for regulatory inspections.
- Oversee procurement function and ensure compliance with procurement policies.
- Ensure that the IT systems are functioning and regularly maintained.
- Regularly gather market intelligence on competitor and comparator nurseries and on changes in the regulations affecting nursery schools.
- Support the Nursery Head to plan and implement special events at the Centre.
- Provide necessary administrative support to the Resource Centre’s training activities.
- Ensure that the facilities are well maintained through the centre facilities management team.
- Ensure that regular fire and emergency drills are undertaken and measures to ensure the safety and security of the children and staff are in place and regularly reevaluated.

Human Resources:
- Manage the administrative and regulatory aspects of staff recruitments (e.g. advertisements, onboarding support, work permits, contracts and visas etc.).
- Develop, periodically reassess and ensure compliance with HR policies and procedures as well as compliance with statutory and regulatory requirements.
- Maintain personnel records in line with HR policies.
- Maintain payroll and ensure staff insurances remain current and up to date.

Requirements

- Undergraduate degree or diploma in Finance, Business Administration or related fields
- Minimum of five years of experience in a mid-level operational management role. Previous experience in a nursery or school setting is desirable, preferably in Dubai or within the Gulf region.
- Exposure to a multicultural / international environment would be an advantage.
- The candidate is expected to have strong computer and IT skills (including Excel and Word) with hands on experience in managing accounting systems (preferably Tally).
- The candidate will show strong evidence of cultural sensitivity and excellent interpersonal and communication skills with fluency in written and spoken English. Working knowledge of Arabic would be an advantage.
