Job description / Role

Employment: Full Time

One of the leading Oil and Gas Groups in the Middle East with over 10,000 employees and 25 subsidiaries is now looking for a Group Head of C&B.

Job Analysis
- Contributes to the quality and completeness of The Group’s Job Descriptions by defining the content and standards of the JDs and advising on preparing JDs and producing guidelines and workshops on how to prepare JDs.

Job Evaluation
- Manages the Job Evaluation process throughout The Group of Companies including JVs by facilitating The Group’s Job Evaluation Panels, developing provisional evaluations referenced against benchmarks, ensuring evaluation meetings are held within as per the terms of reference, training employees to as members of the Panel by being able to operate effectively the HAY Job evaluation Plan and holding workshops to give employees an appreciation of the process operating within The Group of Companies
- Compensation and Benefits Benchmarking
- Provides an effective comparison of The Group salary levels with competitive practice in both the UAE market and Internationally in the countries The Group operates by identifying the most effective and relevant criteria for benchmarking, participating in formal surveys and carrying out informal data exchanges, analysing competitive data and determining The Group’s general market positioning on salaries and other C&B components, comparing individual current salaries and packages with the survey data and identifying anomalies and also The Group’s position against The Group Market positioning strategy.
- Compensation and Benefits Strategies and Systems
- Leads the development and implementation of effective remuneration strategies by keeping abreast of leading edge compensation trends in the UAE and internationally in the Markets that The Group operates. This includes: developing an integrated strategy which preserves the target market position of The Group and meets the needs of the business in terms of short and long term rewards; developing recommendations on changes and enhancements in the practices and systems of The Group; developing and implementing agreed innovative variable pay mechanisms and links with the performance management systems; developing and seeking approval for The Group Reward Strategy.
- Benefits Strategy and Systems
- Leads the development and implementation of effective benefit strategies keeping abreast of leading edge benefit trends in the UAE and internationally in the Markets that The Group operates. This includes developing an integrated strategy on benefits which preserves the target market position of The Group and meets the needs of the business in terms of short and long term rewards; developing recommendations on changes and enhancements in the practices and systems of The Group, developing and implementing innovative benefit schemes.

Human Resource Policies
- Establish, maintain and gain support from all managers for effective human resource policies by maintaining effective internal communications, keeping abreast of developments within the UAE and internationally, maintaining close contact with key local employers, reviewing current policies against trends and developments, developing and proposing new and revised policies , gaining the approval to adopt and implement proposals.

Staff Communication
- Contribute to the achievement of a high level of comprehension and buy in throughout The Group on the nature and effect of The Group’s C&B programmes by delivering effective communications on all new and changed policies and programmes to all HR Managers and HR employees through presentations and workshops.

Performance Management
- Contribute to the improvement in The Group performance by developing, implementing, monitoring and upgrading the Performance Management system across The Group thereby enabling the transparent and fair management, assessment and reward of employees’ performance (to include the management of poor performance); Customising the Performance Management system to suit business requirements.

Group HR Strategy
- Contribute to the development of The Group strategy by ensuring the development of The Group Strategy and Balanced Scorecard is aligned to business strategy; overseeing the department alignment and ensuring operational reviews are undertaken; analysing performance gaps and recommending solutions. Overseeing the identification, monitoring and reporting of progress on Group level HR KPIs.

Employee Engagement
- Contribute to the improvement in employee engagement across The Group by developing and implementing workplace audits to include analysis and communication of survey results, action planning, consultation and assistance to Line Managers on the implementation of identified action plans. Ensuring organisational analysis of strengths and areas for improvement; creating awareness and improving organisational understanding on engagement principles. Liaising with third party providers for the implementation of engagement related initiatives.

HR Frameworks Design
- Design and implement HR frameworks based on business requirements that are aimed at improving staff productivity such as designing Recognition Schemes, Change Management practices.

Business Excellence
- Oversee the HR Quality related requirements by ensuring compliance to internal and external audit requirements, preparing the relevant departments for Quality related certifications, providing specialist support to other Group companies for their quality related certifications. Identify areas requiring attention with recommended action.
- Internal Customer Satisfaction
- Manage the internal customer satisfaction process for GHR that includes overseeing the survey design, implementation, analysis and reporting of results and subsequent development of and monitoring of improvement plans.

Enterprise Risk Management
- Oversee the identification of HR risks in line with organisational ERM framework, creating risk registers and monitoring controls that mitigate risks.

Organisational Health
- Review the organisational health by producing management control information together with trend analysis; highlighting deficiencies and the required further action

HR IT Requirements
- Oversee the identification of HR systems requirements and the design of the appropriate IT architecture to meet the business requirements.

Requirements

You will have at least 15 years solid C&B experience. Job evaluation coupled with Executive remuneration would be a distinct advantage.

This role will work at the Excomm level and you will need to be able to deliver clear and concise proposal for change at all levels. At a basic level you will need a degree and English as your first language along with a proven track record in the GCC.
