The Job Opportunity

The Serco Middle East business is one of the growth engines for Serco Group. In this role you will report directly to the CEO and will be focused on developing the key business development strategies, executing successful and efficient solution development and effectively marketing Serco across the region, in order to develop future opportunities and contract wins for Serco both with our current portfolio of services and in closely related services. The Growth Operations and Enablement Director will work closely with all the Sector Managing Directors, Business Development Director and Executive Management Team to manage Propositions & Solutions Bid Management, Marketing & Communications and Growth Support & Strategy.

Key accountabilities

Responsible for driving the Growth and Enablement function of Serco Middle East consisting of

- Growth Strategy Unit
- Bid, Proposition and Solution Unit
- Marketing and Communications Unit
- Work with the Managing Directors, to deliver an effective Business Growth Strategy for each sector with particular focus on Key Account Management, External Communications and Proactive Stakeholder Engagement
- Ensure an effective Bid engine is implemented and that it generates successful bids on behalf of Sector MD's which satisfy the requirements of the RFP and the Serco Governance process.
- Ensure an effective Solution engine is implement and that it enables the generation of cost effective and compliant propositions and solutions for client requirements which can be delivered within the Serco required parameters
- Take ownership of the Marketing and Communications across Serco Middle East, ensuring that the external branding and communications effectively demonstrates Serco's key strategic objectives and ensures clients understand how Serco can add demonstrable value to their business.
- Develop and manage customer relationships to ensure that solutions, bids and marketing are delivered effectively.
- Work with key stakeholders in developing business development strategies and plans aligned to the Middle East and Serco Group strategies
- Shape the long-term business development strategy of the Middle East region.
- Develop Corporate Advisory, Acquisitions, Partnership and PPP strategies and support implementation.
- Ensure the Bid engine is capacitised to deliver the pipeline of opportunities effectively.
- Implement standardised bidding models to increase efficiency and reduce repeat work in the bid cycle.
- Critically evaluate opportunities and ensure bids are executed to a high standard
- Improve Serco's win rate of bid opportunities through the use of innovation and costs efficiency strategies.
- Support Business Development in the shaping of markets by gaining early market intelligence through research and market analysis.
- Deliver market development plans both domestically and internationally to ensure products and services remain at the leading edge.
- Maintain up-to-date knowledge of the Industry landscape including technological solutions, service offerings and delivery capabilities to facilitate high performing partnerships offering innovative solutions.
- Maintain extensive knowledge of competitors and their strategies in own and related markets and maintain a current catalogue of competitor analyses.

Requirements

What we are looking for in our candidates

- An excellent communicator with a natural consultancy style who has an indepth understanding of the Middle East regional business environment
- A highly skilled influencer with excellent negotiation skills and the ability to establish and maintain collaborative partnerships and provide thought leadership
- Prior experience of working and living in GCC, particularly KSA and the UAE is required with a proven track record of developing growth strategies to win new business and deliver challenging growth targets.
- Capacity to contribute to strategic business management issues with the ability to manage a defined budget and to forecast and prepare team budget plans and manage the implementation of spend against agreed targets.
- Ability to operate within the ethics and values of the Serco group.

Specific requirements

- Degree qualified or equivalent post-graduate training/qualification.
- Minimum 10 years Corporate Growth Strategy experience for a company of similar industry and size is required
- Minimum 5 years at an executive level experience is required.
- Previous experience in Leading large Bids within similar industries and sectors (in the Middle East with particularly focus on KSA and the UAE.)
- Evidence of successful completion of significant new business in similar sectors to Serco.
- Knowledge of customer base and at least one of Serco's Business Sectors (Transport, Aviation and Defence or Integrated Facilities Services).
