Employment: Full Time

Our client, a well respected government organization, showing impressive growth year on year is looking for a Head of Contracts to join their team in Dubai.

This function is to support the Head of Contracts in his duties. It is an important role within the company to ensure contract compliance, risk mitigation and contract support internally to all BUs and in representing the company externally

Key area of responsibility:
- Contract template development & maintenance, in particular for construction, development, and other procurement contracts generated by BUs.
- Support the Contracts and Procurements Director on strategic initiatives such the implementation of new Procurement Policies and Procedures, Contracts Approval Process, Contracts Register and Bond Register.
- Support the Contracts and Procurements Director and BU on major projects;
- Understand scope of works; recommend procurement strategy; prepare and launch renders; facilitate evaluation by the tender evaluation team and prepare and award final contract.
- Primary contract responsibility for supporting Property Development team on projects;
- Deliver major contracts that comply with laws and market practice and implement best practice risk allocation.
- Draft major contracts and submit to Contracts & Procurement Director and General Counsel for endorsement.
- Advise the Contracts and Procurement department members in preparation of their contracts;
- Understand questions, make recommendations, prepare contract opinions and formal contract responses.
- Pre-tender and post-tender contracts.
- Understand currently running contracts.
- Identifying, manage and mitigate contract risks.
- Contract closure;
- Submit contractual recommendations on the release of bonds and retention, for final endorsement by the Contracts and Procurement Director.
- Deliver formal training to BUs and Contracts and Procurement department personnel on areas of expertise.

Requirements

- Bachelor, honours or master’s degree from an internationally recognised university
- Graduate of an accredited engineering school. Qualifications/experience in project management, chartered or quantity surveying, construction law a plus.
- Minimum 8 years post qualification experience as a head of contracts in a common law jurisdiction (UK, USA or Australia) or with an international law firm within the Middle Eastern region
- Experience of a nature relevant to development, real estate, construction
- Excellent English language skills. Arabic communication skills (written and spoken) an added benefit
- Work experience or secondment at a government or quasi-government entity an added benefit
- Strong academics, self-motivation to work independently, willingness to challenge assumptions, strong organizational and interpersonal skills
