Job description / Role

Employment: Full Time

- Induct, train and line manage the team of structural engineers and inspectors.
- Implement Quality / HSE management systems relevant to all areas of Structural Works.
- Interview and recruit discipline staff and organise the resources requirement for each project.
- Assist the discipline staff to regulate and control the execution of structural works and ensure relevant quality procedures are compiled throughout the project.
- Assist in the development of process control sheet for structural works in conjunction with the discipline staff assigned to new project sites during the Enabling Works / Main Contract Works.
- Monitor and review the performance the discipline staff assigned to the projects and conduct regular (daily/weekly) project site visits.
- Arrange leave cover for the discipline staff and ensure that the project sites are properly administered.
- Maintain and update the leave records of discipline staff in conjunction with PSO Admin team.
- Assist and perform internal / external audits, prepare audit reports and monitor the close out / orrective action of findings / observations / non-conformance notices raised.
- Perform Site Surveillance Audits (Technical), prepare surveillance audit reports and monitor the close out / corrective actions of findings / observations raised.
- Monitor the progress of the work of the discipline staff and determine any training requirements.
- Conduct performance reviews of discipline staff and monitor progress against set objectives
- Assess development requirements of staff and facilitate appropriate training to align with the staff career progression.
- Develop and implement internal technical training modules and seminars, in conjunction with other Heads of Disciplines.
- Assist PSO design team for review and preparation of structural steel and concrete design.
- Arrange and coordinate design reviews at various stages as required and formulate all such comments.
- Perform review of the tender documents and prepare and forward technical comments.
- Assist the project REs and discipline staff in the in the review of submittals including contractor design drawings, shop drawings, materials and alternative proposals submitted by contractors.
- Monitor and perform objective verification of the quality and consistency of reviews undertaken by the discipline staff.
- Monitor and perform objective verification of the documents at handing over and ensure that it is complete and that the reviews are done thoroughly.
- Assist the respective project REs and discipline staff in resolving any technical issues, claims, disputes arising and requiring input for satisfactory close out.
- Assist the project REs and discipline staff with the Local Authorities for approvals, inspections, permits, etc.
- Monitor performance of the Contractors / Suppliers and evaluate the Contractors / Suppliers at project close-out.
- Carry out regular site inspections of the installations to monitor the quality of the structural works and identify any deviations that might impact the overall structural systems.
- Review the Site Feedback received from project sites and collate, distribute and cross filter across all projects.
- Assist the project REs and the discipline staff and ensure that all statutory authority NOCs / permits / design approvals are available at start-up of project.
- Extend support to the discipline staff to avoid contractor(s) claims for cost and /or delay.
- Any potential safety concerns identified at site shall be reported to the site SHSEM / RE.
- Assist the discipline staff in the close out of non-conformance notices (NCNs) and site inspections notices (SINs) and review the corrective actions proposed by the contractor.
- Assist the discipline staff in the final inspection for certification and handing over the works.
- Liaise with the REs and discipline staff for the effective implementation of the quality management systems and site supervision provision activities.

Requirements

- Structural Engineering Degree qualified
- Chartered Member of a recognised Professional Engineering Institution
- Familiar with FIDIC construction contract
- Significant experience as a Principal Structural Engineer, preferably in Middle East
- Well versed with all regulations of prevailing local authorities in the Middle East
- Experience leading substantial post contract technical teams in the Middle East
- Proficient in structural design of steel and concrete building structures
- Must have integrity, be flexible and proactive
- Must demonstrate ability to act independently and as part of a team
- Reasonable knowledge of MS Word, Excel
- Good communication skills in written and spoken English essential
- Good report writing skills, experience of making presentations to and attending meetings
- with clients is essential
- Good team player, able to communicate effectively with colleagues
