Employment: Full Time

The Head of Talent Management is responsible to create plans and oversee the development and implementation of succession planning practices, Learning and development programmes and to fully utilise the potential of its people and meet future and changing business needs, develop, lead, and measure the effectiveness of a comprehensive organizational development strategy for the organization, along with the design and delivery leadership programs.

Description

Key Responsibilities include:

* Create a Talent Development strategy and plans, set objectives, develop a framework, TD policies and procedures and execution plans
* Build and update a competency framework, identify and update critical roles and oversee the implementation of career path and succession plans
* Oversee the development and implementation of individual development plans to enable employees to grow in their career and develop their skills and capabilities
* Continuously identify and adopt best practices to position the business as a learning organization that will attract and retain top talent
* Form partnerships with learning and development entities and technical training providers and complete the procurement processes to onboard and continuously evaluate strong training vendors
* Manage the identification of suitable educational institutions and trainers/ training centres that can fulfill the businesses learning and development and career management needs and liaise with trainers to coordinate logistics
* Liaise with external providers to develop a robust suite of formal learning and development opportunities for employees including scholarships, graduate programs, development programs and secondments
* Manage the communications and relationship with business partners and external government bodies and oversee the coordination and implementation of programs related to employee development
* Manage the completion of Annual Learning Needs Analysis for employees and work with the Talent Development team to create annual and quarterly training plans, build learning programs and effective development mechanisms
* Coach, mentor and support managers and employees to overcome performance challenges and adapt winning practices to help raise the bar and achieve higher individual and organizational performance
* Manage the development of a cost-efficient training and development budget to enable the implementation of required learning activities and enable continuous talent development
* Ensure employee assessments are conducted against the set goals, objectives and competencies, and develop a skills gap analysis to map employees to development focus areas
* Oversee the development and implementation of robust induction plans
* Work with the leadership team to develop and launch a graduate development program to enable the business to become an organization that builds national talent and ensures knowledge and expertise transition to national talent
* Support and build the ongoing internal pipeline of Emirati talent to achieve the Emiratisation agenda and strategy, including the arrangement and monitoring of secondments

Standard Responsibilities:

* Contribute to the development and execution of directorate/ section strategy, policies and procedures in alignment with the functional objectives taking into account the changing needs
* Manage the activities of direct reports to ensure that all work is carried out in an efficient manner, in line with the section plans, and policies and procedures
* Provide input into the preparation and consolidation of the function's budget and advise line management on risks and opportunities
* Implement the opportunities for continuous improvement of systems, processes and practices taking into account 'international leading practice' and changes in business environment, and leveraging insights. This includes managing the related change management efforts
* Build dashboards and periodic management reports to reflect Talent Development progress for management and ROI
* Ensure that all relative reports are prepared timely and accurately, and meet the section's requirements, policies and standards

Requirements

Key requirements for the successful candidate include:

* 12+ years of experience in Talent Management and proven track record in Performance Management, L&D and succession planning
* MNC & Local company experience plus
* Strong Stakeholder management
* Exceptional influencing and leadership skills
