Job description / Role

Employment: Full Time

Reports to: VP - Operations
Unit: Technical Unit
Function: Health, Safety and Environmental in Operational and Technical Aspects

ROLE PURPOSE:
- To manage a team of HSE Operational / Technical and expert advice on all HSE relevant matters and support the implementation of HSE in the division, through setting standards, acceptance criteria, and analysing performance to review and provide feedback in adherence to Company HSE Policy.
- The main challenges for the job holder are to provide effective support to all departments to support compliance with the HSE as well as to follow up and monitor to the adherence of contractors and service companies with Company HSE standards.

KEY ACCOUNTABILITIES:

Strategic Contribution:
- To direct, control, initiate, plan coordinate and ensure Operations HSE Technical activities.
- Prepare and manages all Operations HSE KPI (including Process Safety KPI) for reporting purposes.
- Provide corrective action plan when targets are not met.
- Set clear short and long term objectives for self and identifies milestones and targets, monitors progress as per milestones.
- Identifies and eliminates areas of waste and inefficiency within work-area / department.
- Focuses on accuracy of the task, organizes and prioritizes tasks while monitoring the status of routine tasks.

Risk Assessment:
- To ensure that OPS HSE Team have the expertise to Prepare, organize and lead Task Risk assessment sessions as per ADNOC Risk Criteria.
- Ensure all Life Saving equipment are operational at Site and that adequate standard is set.

Studies, Research and Audit:
- Ensure all HSE actions arising from studies, audit, and incident is controlled.
- Prepare and implement the HSE audit and inspection schedule. Participate if necessary to audit.
- To participate, or lead if necessary, in all HSE Studies review meetings (HAZID, HAZOP, QRA, Hazards and Effect, FERA etc.) and provide necessary inputs to ensure HSE is not compromised.

HSE facilitation:
- To facilitate the provision of a safe and hygienic work environment for all company employees and contracted employees.
- To develop HSE campaigns on different issues to ensure proper HSE Culture is disseminated to all employees.
- To ensure Hazardous material are used and stored as per product manufacturer’s recommendations and industry best practices.
- Liaise with Maintenance & Integrity department to ensure all HSE Critical Systems are performing as per their set standards.

Budgets & Cost Control:
- To participate in the development and follow-up of the HSE department Budget.

Policies, Systems, Processes & Procedures:
- To ensure that HSE operation procedures and method statements are in compliance with Company HSE and ADNOC for safe operation of the fields. In particular, Safe System of Work procedure, Task Risk
- Assessment, HSE Reporting and actions tracking, HSE audit and inspection procedures, etc.
- Provide and enforce Site Protection related procedures in compliance with ADNOC and Company procedures and ensure identified protection measures are implemented.
- Work according to established operational procedures and standards.
- Must use own initiative in taking process corrective action and in acting accordingly during emergencies.
- Completed work is subject to spot-check by Manager.

Supervision:
- Guide, direct and advise subordinates to ensure they work to their best potential and contribute effectively as a team.
- Work in line with HSE Policy, and ensures awareness and compliance of HSE rules and regulations by subordinates.
- To assist the development of Emergency drill scenarios.
- To organize HSE Sections Group meetings and provide necessary HSE advice to employees.

Information Technology:
- Proactive and local relationship management encouraging internal clients to seek legal
- input and ensuring advance notice of new matters.
- Ensures integrity and management of companies “Information Technology” infrastructure and services including all computer, hardware, software, connectivity infrastructure and telecommunications systems.

Emiratization Targets:
- Promote recruitment, high level competency and development strategy for U.A.E. Nationals and integration in the company operations in line with companies Emiratization targets.
- Ensure the learning process/innovation and best practices shared among the Assets and with other operators.

Continuous Improvement:
- Stimulate subordinates and contribute to the identification of opportunities for continuous improvement of Legal Department business unit’s systems, processes and practices taking into account ‘international best practice’, improvement of business processes, cost reduction and productivity improvement.

Safety, Health & Environment:
- Ensure that Legal Department complies with all relevant safety, quality and environmental management policies, procedures and controls across all operations and support function and all projects, to guarantee employee safety, legislative compliance, delivery of high quality products/service and a responsible environmental attitude.

FRAMEWORKS, BOUNDARIES, & DECISION MAKING AUTHORITY:
- Works independently, guided by the broad policies & objectives, and makes decisions of magnitude responsibility.

COMMUNICATIONS & WORKING RELATIONSHIPS:
- Reports to VP - Operations
- Frequent contacts with HSE Team to coordinate and agree on delivery support of “HSE Tasks”

Requirements

- Bachelor in Engineering & Industrial Safety Diploma.
- National Examination Board in Occupational Safety and Health Certified preferred.
- Minimum 10 years experience in Experience in Fire Fighting, First Aid, Confined Space, H2S Awareness.
- Good knowledge of technical safety (QRA, FERA, Bowtie, H2S, EERA, HAZEER)
- Proficient in English.
