Job description / Role

Employment: Full Time

- Conduct and / or Participate in COMPANY safety audits of CONTRACTOR and their SUBCONTRACTORs.
- Perform risk assessments per Hill Project Management Plan Procedures (PMP), and coordinate and conform with the Client’s senior safety engineer and Client’s Safety Management System.
- Review the contract documents for all Construction Packages and activities to assure Contractor’s conformance with Safety requirements and procedures. Advise the Project Construction Superintendent and Construction Manager of any deficiencies, together with development of recommendations for corrective measures.
- Review and comment to the Construction Superintendent and Construction Manager regasrding site safety organizational practices of the Contractor, along with scrutinizing their key safety personnel’s technical qualifications and cultural perspective in discharging their responsibilities for the Contractor’s overall safety.
- Review Safety Procedures as submitted by the Contractors and ensure compliance and implementation meets the “letter” and the “spirit” of Contract requirements.
- Review the Safety Management System Program and Plans as submitted by the Contractors and ensure compliance with regulatory statutes, Client overarching safety requirements, and all contract documents.
- Ensure all activities on site are in strict compliance with ALL safety procedures, without exception.
- Ensure Contractor’s safety staff is adequate to assure full custody and control over all aspects of safety for the total of all work activities on site. Report suspect conditions and all instances of shortfall to adequate attention that compromises worker and worksite safety.
- Review Contractor’s safety records, documents, reporting to investigate whether all construction equipment is maintained regularly and safely, and with all required operating certifications and operator qualifications.
- Ensure Contractors safety training is regularly maintained and documented for ALL required construction and management site crafts.
- Ensure Contractor’s safety agents and all trades crafts are conforming to all following safety procedures WITHOUT EXCEPTION. Report to Construction Superintendent and Construction Manager all observed deficiencies and violations. Immediately and assertively follow-up with required notifications and NCRs to Contractor as directed by PMC Procedures and contract requirements. Maintain frequent follow-up with Contractor in furtherance of resolution of all safety issues.
- Closely monitor site activities on a daily basis, and with emphasis and priority on observing potential threats to safety BEFORE they result in actual incident and injury. Coordinate with the Contractor in their development and submittal of Project Hazards and resulting steps to eliminating safety issues for workers and the workplace.
- Participate in, and document the Minutes of Meeting (MOM) for, all weekly safety meetings, progress meetings and other special safety sessions and monthly executive meetings.
- Integral with all other responsibilities is the observation and awareness at all times for any conditions affecting worker and workplace safety, together with timely follow-up with assigned HSE Officer.

Requirements

Should be qualified Engineer BSc or higher. The Safety Engineer shall be a qualified Engineer with minimum of 8 years’ experience in safety works in similar Projects out of a minimum of 12 years overall experience. He should be aware of all ISO 14000 series requirements.
